City Engineer Gus Psihoyos recommends City Council authorization for the Mayor to
execute an agreement with the Iowa Department of Transportation for the use of local
roads as an authorized detour route for the Phase I — 30 -inch Force Main Relocation
Project form 7th to 12th Streets.

INTRODUCTION
The enclosed resolution authorizes the Mayor to execute an agreement with the Iowa
Department of Transportation (Iowa DOT) for the use of local roads as an authorized
detour route for the Phase I — 30 inch Force Main Relocation Project from 7th to 12th
Streets.
BACKGROUND
The first phase of construction will encompass constructing the force main pipe from
northeast corner of the Elm Street and 11th Street intersection to the Southwest corner
of the 9th Street and Washington Street intersection. Also, an 8 inch water main will be
constructed along Elm Street to provide an additional connection between the 20"
transmission water main, on 11th Street, and the existing water main on 9th Street. This
phase completes the section of pipe adjacent to: the planned intermodal facility, on Elm
Street; thru future intersection improvements for the two way conversion of 9th and 11th
Streets; and along the future Elm Street reconstruction project.
RECOMMENDATION
I recommend that the City Council authorize the Mayor to execute an agreement with
the Iowa Department of Transportation for the use of local roads as an authorized
detour route for the Phase I - 30 inch Force Main Relocation Project from 7th to 12th
Streets.
ACTION TO BE TAKEN
The City Council is requested to authorize the Mayor to execute an agreement with the
Iowa Department of Transportation for the use of local roads as an authorized detour
route for the Phase I - 30 inch Force Main Relocation Project from 7th to 12th Streets
through the adoption of the enclosed resolution.

RESOLUTION APPROVING 'THE IOWA DEPARTMENT OF TRANSPORTATION
AGREEMENT FOR USE OF LOCAL AGENCY ROADS AS DETOURS FOR PHASE I
- 30 INCH FORCE MAIN RELOCATION PROJECT FROM 7TH TO 12TH STREETS
Whereas, the City of Dubuque is proceeding with the. Phase I - 30 inch Force Main
Relocation Project from 7th to 12th Streets.
Whereas, 7th to 12t" Street is located close to the Elm Street Connector US 52 and is
under the jurisdiction of the Iowa Department of Transportation.
Whereas, Phase I of the 30 inch Force Main Project will involve constructing the
force main pipe, an 8 inch water main and connecting to a 20" water main.
Whereas, due to the street work required on Elm Street and 7th to 12th Streets, and in
the interest of public safety, vehicular traffic will be detoured.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That said Agreement for Use of Local Agency Roads with the Iowa
Department of Transportation is hereby approved for the Phase I - 30 inch Force Main
Relocation Project.
Section 2. That the Mayor be authorized and directed to execute two copies of said
Agreement for Use of Local Agency Roads with the Iowa Department of Transportation for
the Phase I - 30 inch Force Main Relocation Project.

hereinafter known as Party of the Second Part.
Second
WHEREAS, The Party of the First Part has determined the necessity to close primary roads at various locations to
accommodate a city project to relocate a sanitary sewer force main.
WHEREAS, it is necessary to provide a detour for the primary highway closure period, and
WHEREAS, The Party of the Second Part agrees to pemut the use of City of Dubuque
as a detour, more particularly described as follows:
See attached descriptions and maps.

WHEREAS, Authorized engineers representing both the Party of the First Part and the Party of the Second Part shall jointly execute and sign a
written report concerning the condition of the proposed detour, after jointly inspecting said road, the subject of the proposed detour; said report to be in
sufficient detail as to reasonably reflect the condition of the roadway base, surface, shoulders and bridges and
Detour is at the request of the City. Report not required.
WHEREAS, Party of the First Part agrees (pre- detour maintenance) No pre- detour maintenance needed. The City shall
maintain the detours and provide for and maintain detour signage.

WHEREAS, Party of the First Part agrees to maintain the detour and provide all traffic control devices required by the lowa MUTCD including the
marking of no- passing zones as specified in Section 3B -5 of the Iowa MUTCD during the period the local agency road(s) and structure(s) are being utilized
as a primary road detour and
WHEREAS, Prior to revocation of the detour, the Party of the First Part shall restore the local agency road to as good condition as it was prior
to its designation as a temporary primary road, or compensate the local agency for excessive traffic upon the local agency road during the period it was
used as a temporary primary road, in accordance with Section 313.28 or Section 313.29 of the lowa Code and Iowa DOT Policy 600.05.
Detours are at the request of the City. No cotrpensation involved.
WHEREAS, The detour period is estimated to begin June 17, 2013 and end September 27, 2013
Phase 1 - June 17 to July 19; Phase 2 - July 19 to August 23; Phase 3 - August 23 to Septetrber 27
NOW, THEREFORE, BE IT AGREED that the described road be used as a detour under stipulations outlined above.
