The Unified Development Code does not require off - street parking in the C -4 District; however, new surface off - street parking lots are prohibited unless approved by the City Council. The existing building at 156 Main Street is a one - story commercial structure. Due to the loss of its upper two stories to fire decades ago, the building is designated as "non- contributing" to the Old Main Historic District. The Historic Preservation Commission approved the demolition request for 156 Main Street on February 21, 2013 by a vote of 4 to 2. The subject property is zoned C- 4 Downtown Commercial. The Unified Development Code (UDC) does not require off - street parking in the C -4 District; however, new surface off - street parking lots are prohibited unless approved by the City Council. Supporting documentation is enclosed. DISCUSSION The existing building at 156 Main Street is a one -story commercial structure. Due to the loss of its upper two stories to fire decades ago, the building is designated as "non- contributing" to the Old Main Historic District. The Historic Preservation Commission approved the demolition request for 156 Main Street on February 21, 2013 by a vote of 4 to 2. The applicant's attorney, Brian Kane, has submitted a letter (enclosed) that outlines Platinum Supplemental Insurance, Inc's purpose and need for expansion of the company's parking lot adjacent to 156 Main Street. The letter indicates that the increase in the number of employees is necessitating the expansion of their existing surface parking lot. Planning staff estimates that the proposed building demolition and subsequent expansion of the parking lot would add approximately 12 off - street parking spaces. With respect to availability of parking spaces in the 4th Street parking ramp, Parking Division Manager Tim Horsfield indicated there are usually about 150 spaces available during the week, which is a 50% occupancy rate. ACTION STEP The UDC requirement for City Council approval is intended to insure adequate review prior to construction of new surface off - street parking lots in the C -4 District, which encompasses the City's historic Downtown and other historic commercial areas. The requested action step is for the City Council to make a determination as to whether the construction of a surface parking lot at 156 Main is appropriate. ( "Platinum ") and write this letter with regard to the above matter. Specifically, Platinum has undergone an increase in the number of its employees, and presently employs 74 full time equivalent employees. That number is projected to increase by 15 -20 employees in the next year or so, with such employees to be located at Platinum's office building at 137 Main. At this time, except for the barber shop on the first floor, Platinum occupies the entire structure, including all five floors of the building and the basement level. Platinum is the owner of the Property, having acquired it from Mr. James Digman via a Warranty Deed dated December 28, 2012, a copy of which we enclose for your reference. Platinum desires to convert the Property into private parking for its employees and visitors. Please note that most of the existing area of the property is now for parking. There is, however, a small, one -story building on the property. Platinum requests that the building be demolished and that it be allowed to construct a parking lot for its employees using construction materials including brick, concrete and wrought iron consistent with the parking lot Platinum owns directly across from 137 Main and directly to the south of the Property. January 17, 2013 Page 2 The Property is zoned C -4 Downtown Commercial, and parking is, we believe, a principal permitted use pursuant to Section 5 -14.1 of the City Ordinances regarding land use regulations. We seek Council approval of Platinum's request to create a private parking lot on the Property and respectfully request that this matter be placed on the next appropriate City Council agenda. For your reference, Platinum has submitted a planning application form to the City of Dubuque to obtain a certificate of appropriateness from the Historic Preservation Commission.
