CIVIL SERVICE COMMISSION

1. Approval of Minutes of March 10, 2006
Wertzberger moved to approve the minutes of March 10, 2006, as written.
Seconded by Kluesner, passed unanimously.
2. Establish Passing Point and Certify List for Position of Maintenanceworker
Wertzberger moved to receive and file the communications and to establish the
passing point for the position of Maintenanceworker at 70 percent. Seconded by
Kluesner, passed unanimously. The envelopes were opened and the names of
those receiving a passing score read. Wertzberger moved to certify the list as
read. Seconded by Kluesner, passed unanimously.
3. Request of David Beaves, President of Dubuque Professional Fire Fighters
Local #353, to Address the Commission
Mr. Beaves explained to the Commission that a promotional examination for the
position of Fire Lieutenant was given on June 1, 2005 and a list of twelve was
certified with a reserve list of two. On February 10, 2006 Greg Harris, who was
on the reserve list, was promoted to the position of Fire Lieutenant, even though
there were still nine names on the certified list. He requested that the promotion
of Greg Harris be negated and that proper procedure be followed to appoint
someone from the certified list to the position of Fire Lieutenant. It was noted
that the letter that was sent to the City Council inadvertently contained the
original list of twelve plus the two on the reserve list. Kluesner moved that the
promotion of Fire Lieutenant be made from the first certified list and that a
corrected letter be sent to the City Council. Seconded by Wertzberger, passed
unanimously. Commission Chairperson Duehr apologized for the mistake.
4. Request of City Manager Michael Van Milligen to Address the Commission
Regarding Police Entry Examinations
City Manager Van Milligen requested that the Civil Service Commission
reconsider their previous action to maintain Police entry testing every two years.
He reiterated that the reason staff was recommending yearly training was to try
and recruit more minorities. Chief Wadding explained that yearly testing would
provide a higher quality list. Commission expressed their concern about the
additional cost and manpower to conduct the test and also stressed that this was
not be set a precedent for other Civil Service tests. Kluesner moved to amend
the motion passed on March 2, 2006 to state that the certified list for Police
Officer shall be good for one year versus two years. Seconded by Duehr,
passed unanimously.
There being no further business upon motion the meeting adjourned at 1 :56 p.m.
