Staff present: Gil Spence, Pat Prevenas, Bob Fritsch and Eileen Trimble
Leisure Services Manager Gil Spence introduced Bob Fritsch, the new Park
Division Manager to the commissioners.
It was moved by Blocklinger, seconded by Duggan, to approve the minutes of
the February 14, meeting. The motion passed unanimously.
Spencer Washburn was present representing the Boy Scouts, asking to have
the entrance fee to Eagle Point Park waived for persons attending their
pancake breakfast on Mother's Day. Leisure Services Manager Gil Spence
explained that this request is the same every year, and in exchange for waiving
the entrance fee, the scouts do a service project at Eagle Point Park.
11 was moved Qy: Duaaan. seconded Qy: Nadeau. to waive the entrance fee to
Eaale Point Park on Mother's Dav. Mav 14th. for anvone attendina the Bov
Scout pancake breakfast. The motion passed unanimouslv.
Leisure Services Manager Gil Spence explained that the Management
Agreement between Pat Felderman and the City is the same as in the past,
except for an increase from $3.00 to $4.00 per camping unit/per day if she
cleans the rest room facility. The agreement has worked out well for both
parties. Staff is also looking into getting her a Gator or vehicle to drive around
the park.
11 was moved Qy: Blocklinaer. seconded Qy: Duaaan. to approve the
Manaaement Aareement between the Citv of Dubuaue and Pat Felderman for
Miller-Riverview Park Camparound. The motion passed unanimouslv.
Leisure Services Manager Gil Spence told commissioners:
. we had a good winter with not much snow removal which allowed for more
work on new and repaired picnic tables; . Forestry crew is getting caught up
on backlog of calls; . rest rooms at Allison-Henderson Park, both levels, were
renovated this winter; . Phase II of A.Y. McDonald Park is being bid through
IDOT because of $200,000 grant, and bids are due April 18th. Play unit bids
are due Friday; $105,000 is budgeted for the equipment and installation. .
Foreman Tim Kelly is retiring at end of March after 38 years of services; five
current city employees passed the Civil Service test, two declined interviews.
. Pet Park has not been re-seeded but staff will get in there as soon as we
can; more wood chips have been added.

Recreation Division Manager Pat Prevenas told commissioners:
. Flora Pool is fifteen years old and some repair work is being done: Portzen
Construction will replace the cracked wall in the shallow area and some deck
expansion joints; Klauer is replacing some of the old metal doors with
fiberglass ones; Schwartz Plumbing is replacing some valves. . Alumni
basketball tournament had 16 registered for Modern, 2 for Women, 14 for
Classic and 13 for Masters division. Post season tournament is going on now.
. 3rd grade basketball is being offered new this year in the After School
Sports program; . working on summer brochure -- expanded to 44 pages;
available at City Expo April 11th; online registration is available.
Mr. Spence reminded commiSSioners that the Iowa Park and Recreation
Association state conference is in Dubuque April 2nd through 5th. If any
commissioners want to attend any sessions, let him know. There is also a
social on Monday night for the NCAA tournament final game.
It was moved by Duggan, seconded by Blocklinger, that the meeting be
adjourned at 5:02 p.m. The motion passed unanimously.
