Van Milligen, City Manage~ Gus Psihoyos, City Engineer _.93 \..:,----./ Great River Road Interpretive Signage Project National Scenic Byways 2T-02-02-102 Iowa DOT Project No. SBIA-IA03 (2)--2T-00 and SBIA-IA04 (2)--2T-00 TO: SUBJECT: INTRODUCTION The enclosed resolutions provide for the acceptance of the contract for the National Mississippi River Museum and Aquarium - Great River Road Interpretive Signage Project. BACKGROUND The Great River Road Interpretive Signage Project provided for the graphic layout, fabrication and the installation of eleven (11) 2-panel interpretive signs that graphically display the entire Great River Road corridor and the Iowa Interpretive Centers. There were also forty-seven (47) 1-panel signs that depicted only the Great River Road. DISCUSSION The Great River Road Interpretive Signage Project was completed by Lange Sign Group of Dubuque, Iowa, in the final contract amount of $23,010.00. RECOMMENDATION I recommend that the City Council accept the improvements and establish the final contract at $23,010.00. BUDGET IMPACT The project cost summary for the Great River Road Interpretive Signage Project is as follows: Construction Contract Contingency Estimate $ 25,000.00 2,500.00 $ 27.500.00 Bid Award $23,010.00 2,500.00 ~ 25.510.00 Total Project Cost The project funding summary is as follows: Fund Description Mississippi River Parkway Commission Grant, SBIA-IA03 (2)--2T-00 Mississippi River Parkway Commission Grant, SPIA-IA04 (2)--2T-00 Dubuque County Historical Society Total Project Funding Final $23,010.00 $ 23.010.00 Fund Amount $ 7,310.00 3,200.00 12,500.00 $ 23.010.00 The project will be funded with Iowa Mississippi River Parkway Commission grant funds in the amount of $10,510 and the remaining match will be funded by the Dubuque County Historical Society in the amount of $12,500. The City was the sponsor of the grant but did not contribute funds to the project. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final construction cost for the Great River Road Interpretive Signage Project. ACCEPTING THE NATIONAL MISSISSIPPI RIVER MUSEUM AND AQUARIUM - GREAT RIVER ROAD INTERPRETIVE SIGNAGE PROJECT Whereas, the contract for the National Mississippi River Museum and Aquarium - Great River Road Interpretive Signage Project (the Project) has been completed and the City Manager has examined the work and filed a certificate stating that the Project has been completed according to the terms of the contract, plans and specifications and that the City Manager recommends that the Project be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Manager is approved and the Project is hereby accepted. Section 2. The City Treasurer is hereby directed to pay to the contractor from the Iowa Mississippi River Parkway Commission Grant (SBIA-IA03 (2) -- 2T-00) in the amount of $7,310.00; the Iowa Mississippi River Parkway Commission Grant (SBIA- IA04 (2) -- 2T-00) in the amount of $3,200.00; and the remaining match will be funded by the Dubuque County Historical Society in the amount of $12,500 for the contract amount of $23,010.00 less any retained percentage provided for therein as provided in Iowa Code Chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code Chapter 573. FINAL ESTIMATE FOR THE NATIONAL MISSISSIPPI RIVER MUSEUM AND AQUARIUM - GREAT RIVER ROAD INTERPRETIVE SIGNAGE PROJECT Whereas, the contract for the National Mississippi River Museum and Aquarium - Great River Road Interpretive Signage Project has been completed and the City Engineer has submitted his final estimate showing the cost thereof including the cost of estimates, notices and inspection and all miscellaneous costs. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the cost of said improvement is hereby determined to be $23,010.00 and the said amount shall be paid from the: Iowa Mississippi River Parkway Commission Grant (SBIA-IA03 (2) -- 2T-00) in the amount of $7,310.00; the Iowa Mississippi River Parkway Commission Grant (SBIA-IA04 (2) -- 2T-00) in the amount of $3,200.00; and the remaining match will be funded by the Dubuque County Historical Society in the amount of $12,500.
