SUBJECT: HUD Continuum of Care Renewal Application
Housing and Community Development Department Director David Harris recommends
City Council approval of a renewal application to the U.S. Department of Housing and
Urban Development (HUD) for renewal funds for agencies administering Continuum of
Care services to homeless persons. This will be a renewal application for Hillcrest
Family Services, Project Concern and Maria House, and a new application for
Manasseh House.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request the City Council's certification of the
applications from four area service agencies for HUD Continuum of Care funding.
Background
HUD's Continuum of Care provides funding for a variety of programs in assistance to
homeless persons and families. The Housing Department sponsored an application to
HUD in 2001 for Continuum of Care funding for three agencies: Hillcrest Family
Services, for their new transitional housing facility on Asbury Road; Project Concern, for
a homeless services coordinator; and Maria House, for staff counselors. A three-year
grant was received from HUD. in the amount of $609 000.
After the initial 3-year period, the agencies must annually reapply for renewal funding.
HUD requires the local jurisdiction to certify that the funded activities are consistent with
goals and objectives specified in the jurisdiction's Consolidated Plan, as a condition of
funding approval.
Discussion
The three agencies have prepared their renewal applications. Hillcrest's is for $71 540,
for staff salaries, case management and miscellaneous services to their transitional
housing residents. Project Concern is requesting $31 570 for their homeless services
coordinator. And the Maria House request is for $44 220 to pay for a legal advocate
and outreach counselor, as well as for miscellaneous services for project residents.
This year a fourth application will be included with the Continuum's submission. This is
for the new Manasseh House project, a single room occupancy facility for women.
Funding is being requested for staffing costs in order to provide necessary on-site
management, in the amount of $63 ODD/year, for a two-year commitment.
Action Step
The action requested of the City Council is to authorize the Mayor's signature on the
attached forms for HUD, certifying that the renewal applications from Hillcrest, Project
Concern and Maria House and the application from Manasseh House fund activities
which are consistent with goals and objectives of the City's Consolidated Plan.
