Van Milligen, City Manager SUBJECT: Child Safety Program "I Got Caught" Chief of Police Kim Wadding is recommending that the City participate in a child safety program sponsored by the Iowa Health Systems (Finley Hospital is the local affiliate) and endorsed by the Iowa Department of Public Safety. Each year it is estimated that 500,000 children receive brain and spinal cord injuries in the United States. More than 800 bicyclists are killed and another 55,000 are injured while engaged in riding, biking, and rollerblading. During a crash, a properly worn helmet reduces the risk of death or injury with helmets reducing traumatic brain injury by as much as 88%. To promote positive safety practices, the Iowa Health Systems has developed an innovative way to reinforce the message of helmet safety by incorporating law enforcement and educational personnel into an injury prevention campaign. Law enforcement is asked to watch for children wearing their safety helmet while bicycling, skateboarding and rollerblading. If observed, the child is awarded a "citation" redeemable at a participating Wendy's Restaurant with a free Fix 'n Mix Frosty. Wadding Police Chief Re: Child Safety Program "I Got Caught" INTRODUCTION: The purpose of this memorandum is to explain a new pilot project offered by Iowa Health Systems and endorsed by the Iowa Department of Public Safety to highlight child safety for two to 13 year olds through the distribution of safety "citations" to those children found wearing their safety helmet while using their bicycles, skateboards, rollerblades and scooters. The program is entitled "I Got Caught" and is similar to a Michigan State Police program designed to encourage children two to 13 years old to wear there bike helmet and practice safe riding and skating techniques. Iowa Health Systems has partnered with Wendy's Old Fashioned Hamburgers to highlight the campaign and sponsor the free safety coupons. DISCUSSION: To introduce this program to Iowa, Iowa Health Systems has targeted three Iowa communities: Cedar Rapids, Waterloo and Dubuque. The local contact for Iowa Health Systems is Finley Hospital with the kick-off for the program scheduled for May 20, 2006. Each of the three participating cities receives the attached brochure outlining purpose of the program. Additionally, the attached "citation" is a sample of the type awarded to the child found wearing a safety helmet and practicing safe riding and skating techniques. With summer fast approaching, highlighting safe riding and skating practices allow officers another positive reason to interact with our youth in a very informative and rewarding way. Due to the nature of the program, I did have City Attorney, Crenna Brunwell, review the material for any concerns and she found none other than to suggest prior awareness to ensure the community is aware why police are awarding the children with these awards and highlighting the helmet safety concerns. RECOMMENDATION: Child safety is a concern to all of us; this program allows positive reinforcement to our youth through a small investment of time. The program distribution would include all police officers but would be primarily focused toward patrol and community policing. I recommend we participate in this pilot project. ACTION REQUESTED: To approve participation with Iowa Health Systems in the "I Got Caught!" project focused toward highlighting safe riding and skating practices for our youth ages two to 13 years old.
