Dear Mayor and City Council Members:
Introduction
The Arts and Cultural Affairs Advisory Commission has reviewed eleven funding
requests from Dubuque arts and culture organizations requesting $265,936 in funds
from the FY 2007 Arts and Culture Funding Program for Operating Support. This memo
transmits the Commission's funding recommendations and requests that the Council
approve the recommendations and associated funding agreements.
Background
In March 2005, the City Council approved a $200,000 budget decision package
providing resources for the Arts and Cultural Affairs Advisory Commission to make
recommendations to City Council for the best investment in the community for arts and
culture.
In May 2005, the City Council approved the Commission's recommendation to establish
an Arts and Culture Funding Program for Operating Support. The Commission
recommended that operating support be provided to high-quality, established 501 (c)(3)
arts and culture organizations located in the City of Dubuque that primarily serve
Dubuque residents with year-round arts and culture events, programs and services, and
can demonstrate a record of programmatic and administrative stability.
The second round of competition (FY 2007) for the operating support program was
announced in March. Arts and culture organizations were notified of the funding
competition by direct mail, media releases, and posting on the City's web site. Staff
also conducted two application workshops in March to provide an overview of the
program and answer questions.
Discussion
The Commission received funding requests from eleven different organizations. Based
on the maximum funding levels established for the program, (6% of organization's
previous year's operating expenses or $50,000, whichever is less) the funding
requests totaled $265,936. Total funding available is $200,000.
The Commission raised specific questions on the funding requests from Four Mounds
Foundation, Dubuque County Fine Arts Society, and the Legion-Aires Drum and Bugle
Corps dba Colts Drum and Bugle Corps, Inc.
The Commission voted to not recommend funding for Four Mounds Foundation
because the application was received one day after the deadline.
The Commission voted to not recommend funding for Dubuque County Fine Arts
Society because the application had critical deficiencies. The application did not
include the financial statements (or audit) from the previous two years and it did
not include a current detailed operating budget.
The Commission voted to provide partial funding to the Colts Drum and Bugle
Corps. One of the selection criteria for this funding program is the impact of the
organization on the Dubuque community. The Commission determined that this
organization did not have as large of an impact on the Dubuque community as
the other applicants because a large portion of the Corps' programs and activities
take place outside of Dubuque.
The Commission is recommending full funding for the other eight applicant
organizations. Following is a listing of applicant organizations and the recommended
funding levels:

Action
The Council is requested to approve the nine FY 2007 Arts and Culture Operating
Support funding requests and authorize the City Manager to sign the funding
agreements.
The Commission is very appreciative of the City Council's support of arts and cultural
organizations and is looking forward to working together to support the artistic and
cultural development of the City.

Productions (Organization).
Whereas, the City Council has deemed it to be in the best interests of the City of
Dubuque to provide operating support funding to arts and culture organizations in the City
of Dubuque; and
Whereas, Organization is a high-quality, established 501 (c)(3) arts and culture
organization located in the City of Dubuque and primarily serves Dubuque residents with
year-round arts and culture programs and services and has demonstrated a record of
programmatic and administrative stability.
Now therefore, the parties hereto agree as follows:
1. Term
The term of this Agreement shall be from July 1,2006, through June 30, 2007.
2. Fundinq
City shall pay Organization $15,850 for fiscal year 2007. Such sum shall be paid by
City to Organization after the execution of this Agreement by both parties and upon
receipt by City of a requisition for such sum from Organization.
3. Audit and Evaluation
Inasmuch as the funds to be provided Organization by City are public funds,
Organization agrees that it will maintain books of account in accordance with
generally accepted accounting standards together with necessary documentation to
support all expenditures.
Organization agrees to complete and return a Final Report Form in a form
acceptable to City. Organization agrees to retain all financial records, reporting
documents, and all other records pertinent to the City of Dubuque Arts and Culture
Operating Support Program for a period of three calendar years after the end of the
term of this Agreement. Organization agrees to submit annual financial statements
to City.

Organization agrees to acknowledge City's financial support in appropriate signage,
program materials, publicity and advertising activities.
Organization agrees that its funding request application and applicant assurances
are by reference part of this Agreement.
4. Discrimination
In carrying out its program, Organization shall not discriminate against any
employee or applicant for employment because of race, creed, color, sex, age,
national origin, religion, or disability. Organization shall take affirmative action to
ensure that applicants for employment are employed and that employees are
treated during employment without regard to their race, creed, color, sex, age,
national origin, religion, or disability. Such action shall include, but not be limited to,
the following: employment, promotion, demotion or transfer; rates of payor other
forms of compensation; and selection for training, including apprenticeship.
Organization agrees and will undertake whatever affirmative measures are
necessary so that no person shall on the grounds of race, color, religion, national
origin, sex, age, degree of handicap or disability be excluded from participation in,
be denied the benefits of, or be subjected to discrimination under any program or
activities funded in whole or in part with any of the funds made available to

organization located in the City of Dubuque and primarily serves Dubuque residents with
year-round arts and culture programs and services and has demonstrated a record of
programmatic and administrative stability.
Now therefore, the parties hereto agree as follows:

The term of this Agreement shall be from July 1, 2006, through June 30, 2007.

City shall pay Organization $9,407 for fiscal year 2007. Such sum shall be paid by
City to Organization after the execution of this Agreement by both parties and upon

Inasmuch as the funds to be provided Organization by City are public funds,
Organization agrees that it will maintain books of account in accordance with
generally accepted accounting standards together with necessary documentation to

Inasmuch as the funds to be provided Organization by City are public funds,
Organization agrees that it will maintain books of account in accordance with
generally accepted accounting standards together with necessary documentation to
support all expenditures.
Organization agrees to complete and return a Final Report Form in a form
acceptable to City. Organization agrees to retain all financial records, reporting
documents, and all other records pertinent to the City of Dubuque Arts and Culture
Operating Support Program for a period of three calendar years after the end of the
term of this Agreement. Organization agrees to submit annual financial statements
to City.

Organization agrees to acknowledge City's financial support in appropriate signage,
program materials, publicity and advertising activities.
Organization agrees that its funding request application and applicant assurances
are by reference part of this Agreement.
4. Discrimination
In carrying out its program, Organization shall not discriminate against any
employee or applicant for employment because of race, creed, color, sex, age,
national origin, religion, or disability. Organization shall take affirmative action to
ensure that applicants for employment are employed and that employees are
treated during employment without regard to their race, creed, color, sex, age,
national origin, religion, or disability. Such action shall include, but not be limited to,
the following: employment, promotion, demotion or transfer; rates of payor other
forms of compensation; and selection for training, including apprenticeship.
Organization agrees and will undertake whatever affirmative measures are
necessary so that no person shall on the grounds of race, color, religion, national
origin, sex, age, degree of handicap or disability be excluded from participation in,
be denied the benefits of, or be subjected to discrimination under any program or
activities funded in whole or in part with any of the funds made available to
Organization under the terms of this Agreement.
5. Interest of Members, Officers, or Emplovees of the Citv of DubuQue, Members of
the DubuQue City Councilor Other Public Officials
No member, officer or employee of City, or its designees or agents, no member of
the Dubuque City Council and no other public official of the City who exercises any
function or responsibilities with respect to the program during such person's tenure,
shall have any interest, direct or indirect, in this Agreement or the proceeds thereof,
for work to be performed in connection with the program assisted under this
Agreement.
6. AssiQnabilitv
Organization shall not assign or transfer any interest in this Agreement without the
prior written approval of City.

This Agreement, dated for reference purposes the 1 st day of July 1, 2006, is made
and entered into by and between the City of Dubuque, Iowa (City) and the Grand Opera
House (Organization).
Whereas, the City Council has deemed it to be in the best interests of the City of
Dubuque to provide operating support funding to arts and culture organizations in the City
of Dubuque; and
Whereas, Organization is a high-quality, established 501 (c)(3) arts and culture
organization located in the City of Dubuque and primarily serves Dubuque residents with
year-round arts and culture programs and services and has demonstrated a record of
programmatic and administrative stability.
Now therefore, the parties hereto agree as follows:
1. Term
The term of this Agreement shall be from July 1, 2006, through June 30, 2007.
2. Fundinq
City shall pay Organization $27,905 for fiscal year 2007. Such sum shall be paid by
City to Organization after the execution of this Agreement by both parties and upon
receipt by City of a requisition for such sum from Organization.
