Proclamation_Fair Housing MonthWHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, Masterpiece on the Mississippi PROCLAMATION in April 1968, at the urging of President Lyndon B. Johnson, Congress passed the federal Fair Housing Act as Title VIII of the Civil Rights Act of 1968, only one week after the assassination of Martin Luther King, Jr.; and the Fair Housing Act introduced meaningful federal enforcement mechanisms by outlawing discrimination based on race, color, religion or national origin in the terms of: Refusal to sell or rent a dwelling; conditions or privilege of the sale or rental of a dwelling; advertising the sale or rental of a dwelling indicating preference; coercing, threatening, intimidating, or interfering with a person's enjoyment or exercise of housing rights based on the above or retaliating against a person or organization that aids or encourages the exercise or enjoyment of fair housing rights; and the Fair Housing Act was amended in 1988 to include prohibiting discrimination on the basis of disability and familial status; and Title 8 of the Code of Ordinances of the City of Dubuque similarly prohibits discrimination in the area of housing and in 2006 was amended to include sexual orientation and gender identity. Tthe Iowa Civil Rights Act (Iowa Code Chapter 216) was similarly amended in 2007; and shelter is a basic human need, and the quality of human life is greatly diminished when people suffer discrimination, making it essential that the United States, the State of Iowa, and the City of Dubuque be rededicated to the policy that housing be available to all persons on the basis of equality and fairness. NOW THEREFORE, 1, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE DO HEREBY RECOGNIZE THE 45TH ANNIVERSARY OF THE FAIR HOUSING ACT AND DECLARE THE MONTH OF APRIL 2013 AS FAIR HOUSING MONTH IN THE CITY OF DUBUQUE, IOWA, AND URGE RESIDENTS TO SUPPORT AND ENDORSE THE PRACTICE AND POLICY OF FAIR HOUSING AND REAFFIRM OUR COMMITMENT TO FAIR HOUSING OPPORTUNITIES FOR ALL.
