SUBJECT: Grandview Gallop
Assistant City Manager Cindy Steinhauser submitted for City Council review an
application from the Mississippi Valley Running Association to hold a June 17, 2006 four
mile run/walk that includes a partial closure of Grandview Avenue.
The race will start at 8:00 a.m. at Murphy Park, head north on Grandview Avenue to
West 3rd Street and return south on Grandview Avenue to end again at Murphy Park.
The race is anticipated to end at 9:20 a.m. and only one side and certain sections of
Grandview Avenue will be closed at a time.
I respectfully recommend Mayor and City Council approval of the special event.

Discussion
Attached is a letter from Darrell Zmolek, President of the Mississippi Valley Running
Association requesting the partial closure of Grandview Avenue for the purposes of
holding a four mile run/walk on June 17,2006. As indicated on the attached letter, this
race is part of the Lighten Up Iowa campaign. The race will start at 8:00 a.m. at Murphy
Park, head north on Grandview Avenue to West 3rd Street and return south on
Grandview Avenue to end again at Murphy Park. The race is anticipated to end at 9:20
a.m. and only one side and certain sections of Grandview Avenue will be closed at a
time. Attached is a series of maps provided by the Mississippi Valley Running
Association which identify which portions of Grandview Avenue are anticipated to be
closed at certain times. For example at 8:10a.m. the east side of Grandview Avenue
(north bound lane only) will be closed from Southern Avenue to Byrant Street.
Assistant Fire Chief Scott Neyens, Corporal Dan Avenarius, Assistant City Engineer
Bob Schiesl and I met with Darrell Zmolek to discuss the route and concerns we had
with closing the route for the entire race. Based upon our meeting Darrell agreed to the
following:
· Only partial closure of the race route with course marshals and auxiliary police
located at every intersection along the route and uniformed officers located at
key intersections to allow traffic and emergency vehicles enter and exit when
necessary; and
· Posting of no parking signs along Grandview Avenue 24 hours in advance of the
race to reduce on street parking.
In addition, we required Mr. Zmolek to give notice and hold a neighborhood meeting to
discuss any concerns residents may have regarding the street closure. Corporal Dan
Avenarius would also attend this meeting. The meeting was held on May 1, 2006 at
Washington Middle School and there were no residents who attended. Mr. Zmolek also
met individually with representatives of the Dubuque Golf and Country Club to address
their concerns. I spoke with Rich Bugalski of the Dubuque Golf and Country Club and
he indicated that they are still concerned about the timeframe from 8:40 a.m. to 9:00
a.m. when access to their main driveway will be blocked.
The city of Dubuque has a special event review process that involves an internal review
of a proposed event by city staff including Police, Fire, Health, Engineering, Public
Works, Parking, Transit, City Manager and City Clerk office. Attached is the special
event application submitted in February 2006 by Darrell Zmolek for the proposed
Grandview Gallop. Normally these reviews are done at the staff level and not forwarded
to City Council approval unless the event is new and has a significant community impact
or is a reoccurring event that has required additional city enforcement.
Action
The requested action is for City Council to review the proposed application for the
Grandview Gallop to be held on Saturday, June 17,2006.

enthusiasm concerning the upcoming Grandview Gallop on June 17, 2006. For several
years now we have hoped for an event where Dubuque residents could enjoy the benefits
of physical fitness while appreciating our city's beauty and friendly atmosphere. It is our
