PROCEEDINGS SPECIAL SESSION Council met in special session at 6:30 p.m. on February 19, 2013 in the Historic Federal Building. Present: Mayor BuoI, Council Members Braig, Connors, Jones, Lynch, Resnick, Sutton; City Manager Michael Van 'Miliigen Mayor Buol read the call d stated this is a special session of the City Council called for the purpose of dis- cussing various Fiscal! Year 2014 departmen -' tal budgets. FISCAO YEAR 2014 DEPARTMENTAL OJDGET REV EW Fiscal Year 2013 City departmental budgets w presented by staff ere f from the oi lowing departments: Water Department! Bob Green, Water Plant Manager Water & Resource Recovery Center Jonathan Brown, W &RRC Manager m Public Works - Don Vogt, Public Works DirecTrator nsit Division Barbara Morck, Transit Operations Manager (ECIA) City Manager Van Milligen provided infor- mation amending the Water Department and Transit Division bud- gets. The City Council had discussion follow- ing each presentation. Following the Public Works; presentation, Paula rt, Dill St. Ma Jim ensBrow210 n, and on Danielle and Galin Abbott s, 244 Dillon St. addressed the City Council regarding the long- standing poor condition of the alley that runs behind their properties between State Street and the lack of a city alley maintenance program as well as issues with garage access. The City Manager and Mr. Vogt provided histor- ical and current information on alley maintenance and street maintenance program stating that the steep grade of this alley poses special maintenance issues and is not eligible for or suited to permeable pavers adding that a complete reconstruc- tion would be 100 percent assessable to property owners. Following the Transit- Division Budget, Bus Driver Doug Brehm questioned why the City was not using the current Civil Service Commission certified list for hiring the proposed full -time bus drivers. Mr. Van Milligen explained that the positions are proposed to be filled June 1, 2013 at the earliest, the current list will expire and <a new Civil Service exam will be given.
