Proof_City Council Proceedings 2 21 13CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION Council met in special session at 6:30 p.m. on February 21, 2013 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Sutton; City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a public hearing on the Fiscal Year 2014 Community Development Block Grant (CDBG) Annual Action Plan and dis- cussing various Fiscal Year 2014 Depart - mental Budgets. PUBLIC HEARING Upon motion the rules were suspended allow - ing anyone present to addrecil ss the City Coun Community Develop- ment Block Grant (CDBG) FY 14 Annual Action Plan: Motion by Lynch to receive and file. Seconded by Braig. Community Develop - ment Specialist Aggie Tauke presented infor- mation on the FY14 Annual Action Plan. Motion carried 7 -0. Upon motion the rules were suspended limit - ing discussion to the City Council. FISCAI YEAR 2014 DEPARTMENTAL. BUDG REVIEW Fiscal YeET ar 2014 City departmental budgets were presented by staff from the following departments: 1 • Housing & Com- munity Development: Alvin Nash, Housing & Community Develop - ment Director. • Economic Develop- ment: Dave Heiar, Development Director • Parking Division: Tim Horsfield, Parking System Supervisor • Engineering Division: Gus Psihoyos, City Engineer; City Council had discussion with depart -l! ments following each presentation. There was a consensus among Council that the City Manager explore funding options for the Development Improve -' ment Package 2 of 2, Full -Time Economic Development Coordin- ator, Mr. Van Milligen and Mr. Horsfield provided preliminary information how the responsibility of ex- penses and revenues will be determined for the Intermodai Trans- portation Facility in the Historic Millwork District. Michael Loebock of the Tri -State Trails Vision spoke in support of bike lanes, pave- ment markings and stating te that eh` believed these im- provements provided se roadway distinc- tions af for both bicyclists! and drivers. John Oh'o, kArrow - ead Conn Dr. r 1070 spoe on behalf of Gay Holdiman, 1094 Arrow head, and thanked the City Council for addressing the storm sewer issue that he brought to Council in 2012 on Ms. Holdiman's behalf.
