The HPRP program provided financial and other assistance to prevent individuals and families from becoming homeless and helped those who are experiencing homelessness to be quickly re- housed and stabilized. The funds targeted individuals and families who would become homeless if not for this assistance, provided for short - term and medium -term rental assistance, and housing relocation and stabilization services. DISCUSSION The City of Dubuque received $502,294 in HPRP funds from HUD through the American Recovery and Reinvestment Act in 2009. The City of Dubuque signed a grant agreement with HUD in July 2009 for the HPRP grant funds. The Council then contracted with Project Concern as the primary service delivery provider for the HPRP grant activities in September 2009. The HPRP program provided financial and other assistance to prevent individuals and families from becoming homeless and helped those who are experiencing homelessness to be quickly re- housed and stabilized. The funds targeted individuals and families who would become homeless if not for this assistance, provided for short -term and medium -term rental assistance, and housing relocation and stabilization services. The HPRP grant assisted 195 families (479 persons) since the inception of the program in September 2009. Homelessness prevention, which assisted families and individuals at risk of becoming homeless, provided financial services to 127 households (361 persons) in the form of rental assistance, security and utility deposits, utility payments, moving cost assistance and motel /hotel vouchers. Case management and outreach were provided to 134 households (375 persons). Homeless assistance provided financial assistance to 59 households (101 1 persons) and case management and outreach to 62 households (105 persons). As of the end of the grant on July 14, 2012, all funds were expended. As a result of the final monitoring of Project Concern in September, 2012, it was determined that some administrative staff salaries charged to HPRP for expenditures were not adequately supported by source documentation since they were charged as a percentage of time and not for actual hours. HUD therefore required repayment of $5,859.29 prior to close out of the grant. Project Concern has agreed to repay to the City $488.27 per month for 12 months for repayment of HPRP administrative funds. Thereby the City has reimbursed HUD as required. A grant closeout certification must now be executed by the City to proceed with the HPRP grant closeout. The City Council must approve execution of the certification to facilitate submittal of closeout documentation to HUD. RECOMMENDATION I recommend that the City Council approve the attached resolution authorizing execution of the Homelessness Prevention and Rapid Re- Housing Program grant closeout certification with the U.S. Department of Housing and Urban Development. This will allow the City to submit necessary documentation to HUD to close the grant. Action Step The action requested of the City Council is to approve the attached resolution executing the grant closeout certification and other required documentation for the Homelessness Prevention and Rapid Re- Housing Program (HPRP) grant. Whereas, the City of Dubuque has awarded a $502,294 in Homelessness Prevention and Rapid Re- Housing Program (HPRP) Grant from the U.S. Department of Housing and Urban Development (HUD) for the in July 2009; and Whereas, the City has completed all eligible activities for the Homelessness Prevention and Rapid Re- Housing P and expended funds as required; and Whereas, a grantee closeout certification for the HPRP grant needs to be transmitted to U. S. Department of Housing and Urban Development to close out the CDBG -R grant. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Homelessness Prevention and Rapid Re Housing Grantee Closeout Certification for the HPRP grant in the amount of $502,294 and identified as Grant Number S09 -MY -19 -0005 is hereby accepted. Section 2. That the Mayor of the City of Dubuque be and he is hereby authorized and directed to execute said Grantee Closeout Certification and related documents on behalf of the City of Dubuque, Iowa as per the grant requirements. Section 3. That the City Manager is hereby authorized and directed to submit the HPRP Grantee Closeout Certification and related documents for the Homelessness Prevention and Rapid Re- Housing Grant to the U.S. Department of Housing and Urban Development.
