The City of Dubuque Zoning Advisory Commission has reviewed the above -cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant, Matt Michels, spoke in favor of the request, noting the plat allows for the
detached garage behind his house at 2172 Hodgden Street to become part of his property.
Staff Member Guy Hemenway reviewed the staff report, noting that the lot split would transfer
ownership of a detached garage from the current property owner to the applicant. He noted that
after the property transfer, both lots would have the required amount of off - street parking. Staff
indicated that both properties currently have less than the 50 feet of lot frontage required, and
that the new Plat of Survey will not change lot frontage dimensions. He noted that the non-
conformity would not be increased, and recommended approval subject to waiving lot frontage
requirements for both lots.
There were no public comments.
The Zoning Advisory Commission discussed the request, and had no objection.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council approve
the request, subject to waiving the lot frontage requirements for Lots 1 and 2.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Plat of Survey of Littleton and Sawyer's Subdivision, Plat 2, is located at the
intersection of Clarke Drive and Hodgdon's Street. The submitted Plat resubdivides
approximately one - quarter acre of property to facilitate a property exchange between the
two property owners.
DISCUSSION
The submitted Plat of Survey re- subdivides two existing lots — Lot 1 fronting on Clarke Drive
and Lot 2 fronting on Hodgdon's Street. There is an existing detached garage behind the
two properties. The garage is part of the existing lot fronting on Clarke Drive. The owner of
Lot 2 is purchasing the garage from the adjacent property owner.
The submitted Plat of Survey is in substantial compliance with the City of Dubuque Unified
Development Code. However, Lot 1 and Lot 2 do not have sufficient lot frontage.
Currently, neither of the existing lots has sufficient lot frontage, and under State Law, the
replatting of these lots will create two new lots; thus a waiver from the City of Dubuque for
lot frontage is required. The resubdivision of the property will also leave Lot 1 with 4,530
square feet of lot area where 5,000 square feet is required. The current parcel has 3,269
square feet of lot area so the resubdivision will decrease the non - conformity of the property.
RECOMMENDATION
Planning staff recommends that the Plat of Survey of Littleton and Sawyer Subdivision, Plat
2, be approved subject to waiving lot frontage requirements for Lot 1 and Lot 2 and the lot
area for Lot 1.

RESOLUTION APPROVING THE PLAT OF SURVEY LITTLETON AND SAWYER'S SUBDIVISION,
PLAT 2 IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Plat of Survey Littleton and Sawyer's
Subdivision, Plat 2 in the City of Dubuque, Iowa; and
Whereas, said Plat of Survey provides 48.71 feet of frontage and 4,350 square feet of lot area
for Lot 1 and 41.60 feet of frontage for Lot 2 on a public or approved private street, where 50 feet of
street frontage and 5,000 square feet of lot area is required by Section 11 -14 of Title 16 of the City of
Dubuque Code of Ordinances, Unified Development Code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory Commission and had
its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find that it
conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:
Section 1. That Section 11 -14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow 48.71 feet of frontage and 4,530 square feet of lot area
for Lot 1 and 41.60 feet of frontage for Lot 2 on a public street or an approved private street.
Section 2. That the Plat of Survey of Littleton and Sawyer's Subdivision, Plat 2 is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse the approval of
