Personnel Manager Randy Peck is recommending City Council approval for the
continuation of a Clerical Assistant under the AmeriCorps Partners in Learning Grant.
The Clerical Assistant salary will be covered by remaining funds from the AmeriCorps
Partners in Learning grant.

approval.

Leisure Services Manager Marie Ware is requesting the continuation of a Clerical
Assistant under the AmeriCorps Partners in Learning Grant as there is grant money left
over again this year. This would be the third time we have used Kim. In the past, we
did not seek City Council approval to hire Kim as it is uncertain whether there will be
additional grant funds available from year to year. I support Marie's recommendation.

INTRODUCTION
The purpose of this memorandum is to request the continuation of a clerical assistant
under the AmeriCorps Partners in Learning grant.
BACKGROUND
The current grant runs from September 1, 2012 - August 31, 2013. We have been
working with Tami Lansing in Finance whom tracks the grants expenses very carefully.
For the past two years we have had unexpended funds left in our grant, this means that
at the end of the fiscal year we have had to purchase items and give program refunds in
order to use all grant funds. In July of 2012 we hired Kim Stickney on a part time basis
due to the projection of unused grant funds. After closely reviewing the budget for the
2012 -2013 grant we are projecting we will be in the same situation at the end of this
grant cycle.
Kim was hired on for 20 hours per week from July- November 2012. Her responsibilities
include taking past members' personnel files (10+ years) and turning them into
electronic format for more secure and searchable storage. She is also responsible for
answering the telephone, assisting with entering and exiting 50 members per year,
assisting with preparations for training new members and data entry of monthly
outcome logs among other clerical duties.
At this time Deb has requested and I recommend continuing with this position at the rate
of $9.33 per hour for an average of 15 hours per week, NA 28, Step E. We would also
pay FICA and IPERS.
DISCUSSION
This proposal allows us to fully utilize the grant we received. It meets the goals for both
the federal AmeriCorps program and the City to make all files electronic and services
the members we transition.
RECOMMENDATION OR CONCLUSi N
I fully recommend the continuation of the clerical assistant for the AmeriCorps program.
I further recommend this position be filled by Kim Stickney as she has completed all
background checks and training required through the Partners in Learning AmeriCorps
program and has been doing an excellent job for us the past months.
