Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment and Facilities for up to $200 for
Mediacom to purchase a video demodulator to improve the signal quality at the Mercy
Mass video feed.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Commission for funding from the
Capital Grant for Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $308 275.
At its meeting on March 6, the Commission approved a request for funding from Mediacom for up to $200 to purchase a
video demodulator to improve the signal quality of the Mercy Mass video feed that occurs each weekday afternoon at 4:30
p.m. from the Mercy Hospital chapel. The video demodulator will also eliminate the need for hospital personnel to remember
to turn the video feed on and off each day. The grant application is attached.
RECOMMENDATION
I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file,
and approve. Thank you.

will be used to covert the fiber cable feed from Mercy Hospital to a composite analog siginal. The
connection will be input into the master control room routing switcher for scheduling purposes.
Describe how the community will benefit from your request:: Currently Mercy Hospital Mass operates on a
video switch principal. When they are ready to broadcast they turn on the modulator in the Chapel and
turn it off when they are finished. Often times the staff turn it on hours before Mass, disrupting scheduled
programming on Channel 80. If this is done, when can see unwanted video and audio conversations.
There have been recent situations where they have left in on for over 24 hours. That Chapel is open to
the public.
