INTRODUCTION
The enclosed resolution authorizes the Mayor to execute an agreement with the Iowa
Department of Transportation (Iowa DOT) for the use of local roads as an authorized
emergency detour route for US 52/61/151 Improvements and Caffish Creek Bridge
Replacement Project.
BACKGROUND
The Iowa DOT will be conducting a traffic safety improvement project on US 52/61/151
over the next two years. The project construction corridor will extend from the U.S. 52
intersection (Twin Valley Road) with U.S. 61/151 to the Grandview overpass. The project
includes reconstruction of U.S. 52/61/151 from the Grandview interchange to the U.S. 52
intersection, the replacement of the existing bridges spanning Catfish Creek, installation of
a median barrier, and improvements at the U.S. 52 intersection with U.S. 61/151.
Should an incident occur within the construction corridor that would require the temporary
closure of US 52/61/151, an emergency detour route has been established to temporarily
re -route traffic. The designated emergency detour route will redirect traffic onto Rockdale
Road as shown on the attached emergency detour route map.
RECOMMENDATION
I recommend that the City Council authorize the Mayor to execute an agreement with the
Iowa Department of Transportation for the use of local roads as an authorized emergency
detour route for US 52/61/151 Improvements and Caffish Creek Bridge Replacement
Project.
ACTION TO BE TAKEN
The City Council is requested to authorize the Mayor to execute an agreement with the
Iowa Department of Transportation for the use of local roads as an authorized emergency
detour route for US 52/61/151 Improvements and Catfish Creek Bridge Replacement
Project through the adoption of the enclosed resolution.

RESOLUTION APPROVING THE IOWA DEPARTMENT OF TRANSPORTATION

Whereas, the Iowa Department of Transportation is proceeding with the US
52/61/151 Improvements and Catfish Creek Bridge Replacement Project.
Whereas, should an incident occur within the construction corridor that would require
the temporary closure of US 52/61/151, an emergency detour route has been established to
temporarily re -route traffic.
Whereas, the designated emergency detour route will redirect traffic onto Rockdale
Road.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That said Agreement for Use of Local Agency Roads as an emergency
detour route with the Iowa Department of Transportation is hereby approved for the US
52/61/151 Improvements and Catfish Creek Bridge Replacement Project.
Section 2. That the Mayor be authorized and directed to execute two copies of said
Agreement for Use of Local Agency Roads as an emergency detour route with the Iowa
Department of Transportation for the US 52/61/151 Improvements and Catfish Creek
Bridge Replacement Project.

AGREEMENT FOR USE OF LOCAL AGENCY ROADS AS DETOURS

Transportation hereinafter known as the Party of the First Part; and the DubUC(Ue ❑ County Board of Supervisors,
hereinafter knovm as Party of the Second Part.
WHEREAS, The Party of the First Part has determined the necessity to Replace the U.S. 52 bridge over Catfish Creek/CCP
railroad /Mar Jo Road, and reconstruct U.S. 52 from Twin Valley Drive to the Grandview Avenue interchange.
WHEREAS, it Is necessary to provide o-del our- fer-the- prialar highway- ebsure- period; and -
an incident nanagenent detour during the construction period.
WHEREAS, The Party of the Second Part agrees to permit the use of City of Dubuque
as a detour, more particularly described as follows:

WHEREAS, Authorized engineers representing both the Party of the First Part and the Party of the Second Part shall jointly execute and sign a
written report concerning the condition of the proposed detour, after jointly inspecting said road, the subject of the proposed detour; said report to be in
sufficient detail as to reasonably reflect the condition of the roadway base, surface, shoulders and bridges and
WHEREAS, Party of the First Part agrees (pre - detour maintenance)
Provide required signing for incident management detour

WHEREAS, Party of the First Part agrees to maintain the detour and provide all traffic control devices required by the Iowa MUTCD including the
marking of no- passing zones as specified in Section 38-5 of the Iowa MUTCD during the period the local agency road(s) and structure(s) are being utilized
as a primary road detour and
WHEREAS, Prior to revocation of the detour, the Party of the First Part shall restore the local agency road to as good condition as it was prior
to its designation as a temporary primary road, or compensate the local agency for excessive traffic upon the local agency road during the period it was
used as a temporary primary road, in accordance with Section 313.28 or Section 313.29 of the Iowa Code and Iowa DOT Policy 600.05.
Detour will be for e ergency use only. No corpensation involved.
WHEREAS, The detour period is estimated to begin April 1, 2013 and end November 15, 2014
NOW, THEREFORE, BE IT AGREED that the described road be used as a detour under stipulations outlined above.
IN WITNESS WHEREOF, The parties hereto have caused this agreement to be executed by proper officers thereunto duly authorized as of the

Creek /CCP Railroad /Mar Jo Road and Reconstruct US 52 from Twin Valley Drive to the

• Approximate construction period: April 1, 2013 to November 15, 2014.
• There is no planned use of the incident management detour. The detour will be in use
only if incidents occur which require primary road closure within the construction area.
Incident management detour for SB 52/61/151 traffic:
Beginning at the intersection of the SB US 52/61/151 off -ramp with Grandview Avenue,
proceed southerly 1.795 miles on Rockdale Road to Maquoketa Drive, then easterly 0.033 miles
on Maquoketa Drive to US 61 (end detour). Out of distance travel = 0.064 miles.
Incident Management detour for NB 52/61/151 traffic:
Beginning at the intersection of US 52/61/151 with Twin Valley Drive, proceed westerly 0.266
miles on Twin Valley Drive to Rockdale Road, then northerly 1.321 miles on Rockdale Road to
Grandview Avenue, then easterly 0.034 miles on Grandview Avenue to the NB US 52/61/151
on -ramp (end detour). Out of distance travel = 0.264 miles.
Note: If an incident would interfere with NB 61/151 traffic using Twin Valley Drive then NB
traffic would be directed onto Maquoketa Drive (next street south from Twin Valley Drive) to
Rockdale Road. In this situation the detour would be:
Beginning at the intersection of US 61/151 with Maquoketa Drive, proceed westerly 0.033 miles
on Maquoketa Drive to Rockdale Road, then northerly 1.795 miles on Rockdale Road to
Grandview Avenue, then easterly 0.034 miles on Grandview Avenue to the NB US 52/61/151
on -ramp (end detour). Out of distance travel = 0.098 miles.
