INTRODUCTION: The attached resolution awards the contract for the City Hall
Envelope Restoration (Tuckpointing) Project to Randy Williams d /b /a R & W Restoration
of Dubuque, Iowa.
BACKGROUND: The City Council previously approved the plans and specifications
and authorized seeking bids for the City Hall Envelope Restoration (Tuckpointing)
Project at their February 4, 2013 and February 18, 2013 meetings.
Bids were due February 21, 2013. Four bids were received. The results are as follows:

A more detailed bid summary is attached as supporting information.
RECOMMENDATION: Project Architect has reviewed the references R & W
Restoration and recommends that the City enter into a contract with R & W Restoration
for the City Hall Envelope Restoration (Tuckpointing) Project in the amount of
$189,750.00. Jeff Morton's letter of recommendation is attached.
I concur with Jeff Morton's recommendation.
ACTION TO BE TAKEN: The City Council is requested to approve awarding the
contract to Randy Williams d /b /a R & W Restoration of Dubuque, Iowa in the amount of
$189,750.00
RESOLUTION NO. 98 -13
AWARDING THE PUBLIC IMPROVEMENT CONTRACT FOR THE CITY HALL
ENVELOPE RESTORATION (TUCKPOINTING) PROJECT
Whereas, sealed proposals have been submitted by contractors for the City Hall
Envelope Restoration (Tuckpointing) Project (the Project) pursuant to Resolution No.
39 -13 and the Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 8th day of February, 2013.
Whereas, said proposals were opened and read on the 21st day of February,
2013 and it has been determined that Randy Williams d /b /a R and W Restoration of
Dubuque, Iowa with a bid amount of $189,750.00 is the lowest responsive, responsible
bidder for the Project.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Randy
Williams d / /b /a R and W Restoration and the City Manager is hereby directed to execute
a Public Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 18th day of March, 2013.

Dear Rich:
Four contractor's bids were received for the above referenced project on Thursday, 21 February 2013.
The bids were opened publically by the City of Dubuque City Clerk, Kevin Firnstahl.
As indicated on the attached Bid Tabulation Form, R and W Restoration of 862 Walker Street, Dubuque,
Iowa was the low bidder with a bid of $189,750.00.
As you know, we have taken time to speak with this contractor regarding the completeness of his bid. We
have also viewed his past some of his past projects and found the quality of his work to be acceptable.
His references have confirmed that he is capable of performing well on this type of project.
Therefore, as Project Architect, I recommend that the City of Dubuque enter into a contract with R and W
Restoration to perform the work as defined in the Bid Drawings and Specifications for the City Hall
Masonry Rehabilitation Project.
