Dear Mayor Buol and Members of the Dubuque City Council:
We represent Dr. and Mrs. R. Scott Cairns, 850 Mt. Carmel Road, Dubuque, Iowa 52003. The Cairnses'
home is near the bluffs of the Mississippi River and is situated on Lot I of Lot 1 of Lot 1 of Lot I of Lot 8.
The bluffs near the Cairnses' residence overlooking the Mississippi River are either privately owned or
owned by the City. The bluffs immediately in front of the Cairnses' residence consist of two lots, both of
which are owned by the City. The lots are Lot 1 of Lot 16 and Lot 2 of Lot 16.
The Cairnses would like to purchase these lots from the City. They are steep, inaccessible and appear to be
undevelopable. To ensure the lots are not developed, the Cairnses would agree to enter into a preservation
easement or a non-development covenant to ensure the bluffs remain in their present state.
