The City of Dubuque Historic Preservation Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Planning Services Manager Laura Carstens explained the property is in the Washington
Neighborhood Conservation District and has been identified as a non-contributing
structure. She explained the City Code provides for the Historic Preservation
Commission to review the demolition request and make a determination as to whether
the building has historical or architectural significance to the community and whether
denial of the proposed demolition would prevent the property owner from earning a
reasonable economic return. The Commission's recommendation will then go to the
City Council for final action. -
There were extensive comments from representatives of Immanuel Congregational
United Church of Christ regarding the condition of the building, the need for additional
off-street property for the church congregation, and the opportunity to provide parking
for other grours using the church as well as the agencies in the Washington Court
project on 1St and Washington Streets.
The Historic Preservation Commission expressed hesitancy towards demolishing a
building to provide additional parking. The Commission discussed how neighborhoods
develop systematically and removal of a building may be detrimental to the well-being
and identity of the neighborhood. The Commission also recognized the benefits of
creating additional off-street parking in this neighborhood, and suggested the
streetscape and landscape guidelines be considered when the parking lot is designed.

DESCRIPTION OF PROPOSED PROJECT

Please describe your project, indicating the existing materials and their condition
and the reason for the proposed work:
We desire to create much needed off street parking for our church.
We plan to create 16 parking spaces on the land that adjoins our
existing parking lot.
Have you considered any other alternative remedies to solve your problem or
meet your needs?
This is the only solution to gain additional off street parking, for our
church. The existing on street parking is utilized by the Homeowners
of the neighbor hood.
Please indicate the type of construction materials to be used in this project:
8" compacted base stone with a 5" reinforced concrete slab.
Lot to be constructed with proper drainage all in accordance
with city specifications.
What is your time line for completion of the proposed project?
We would like to proceed immediately, after having demolition
Permit.
Will you do the work yourself, or use a contractor? Please provide name of con-
tractor.
The work is to be completed by Dubuque Excavating, Inc. (David Fondell).
Any other information or comments?
This is a much-needed addition for our Church. We feel that not only would
it help our congregation, but it would be an improvement to the Washington
Street Neighborhood.
DEMOLITION STAFF REPORT

additional off-street parking for the Immanuel Congregational United
Church of Christ located at 1795 Jackson.

Staff Analysis: According to the Jacobsen Phase I survey, 1737 Jackson Street is a non-
contributing building. This is a two-story gable front plan that has been re-sided. The
foundation is stone. The porch has been built in and has polychrome brick piers which indicate
it is not original. There is no garage. An L-plan single-story dwelling, set back to the alley, is
shown on the 1884-91 Sanborn maps. This house, placed in front of it, with full width front
porch, and two-story rear wing and side porch, was present by 1909.
The applicant wishes to demolish the existing building to provide additional off-street parking for
the Immanuel Congregational United Church of Christ. Should City Council approve the
request, a detailed site plan must be submitted to and approved by the Planning Services
Department prior to starting work on the parking lot.
If the Commission recommends approval of the demolition request, Commissioners may want to
suggest the adopted Streetscape and Landscape Guidelines be used for guidance in
developing the off-street parking lot.
The City Code provides for the Historic Preservation Commission to review the demolition
request, and then to make a determination as to:
(1) whether the building has historic or architectural significance to the community, and
(2) whether denial of the proposed demolition would prevent the property owner from earning a
reasonable economic return.
If the HPC finds that one or the other of these criteria is not met, then the Commission must
recommend approval of the demolition request. If the HPC finds that both of these criteria are
met, then the Commission must recommend denial of the demolition request. The
Commission's recommendation goes on to the City Council for final action.
