CONTRIBUTIONS I CAN MAKE TO THE HPC
I believe my work and volunteer experience in the preservation and construction fields well suits me
to being a productive member of the HPC. I thoroughly enjoy assisting the public as they face
challenges to meet their needs while following the guidelines for historic preservation. My
experience as a grant writer and maker helps me evaluating requests made to the HPC. I strive to be
fair and consistent when challenging issues come to the HPC. I support Planning Services and the
HPC's efforts to undertake good planning to prevent issues from becoming overwhelming and
helping to build the City's tool box of services and programs to help citizens preserve and protect
the historic character and resources within our community.

Site: The location of a significant event, a
prehistoric or historic occupation or activity, or
a building or structure, whether standing, ru-
ined, or vanished, where the location itself
possesses historic, cultural, or archeological
value regardless of the value of any existing
structure. Examples of sites include: cemetery,
designed landscape, habitation site, natural
feature having cultural significance, rock carv-
ing, rock shelter, ruins, trail or village site.
Structure: Anything constructed or erected,
the use of which requires a permanent or tem-
porary location on or in the ground, including,
but not limited to, the following: earthwork,
fences, gazebos, advertising signs, billboards,
backstops for tennis courts, radio and television
antennas, including supporting towers, and
swimming pools. As distinguished from build-
ings, structures are those functional construc-
tions made usually for purposes otber than

Sec. 26-3. Historic Preservation Commis-
sion Established; Membership;
Term Of Office; Vacancies In
Office:
(a) The historic preservation commission is
hereby established and shall consist of nine (9)
members who shall be residents of the city.
(b) Members of the commission shall be ap-
pointed by the city council as follows: one resi-
dent from each designated historic preservation
district, including the districts hereinafter es-
tablished; and four (4) at large members. Each
member shall possess qualifications evidencing
expertise or interest in architecture, history,
archeology, law, construction or building reha-
bilitation, city planning or conservation in gen-
eral. One commission member shall be a li-
censed architect.

(c) Members shall serve three (3) year terms.
(d) Vacancies occurring in the commission,
other than through expiration of term of office,
shall be only for the unexpired portion of the
term of the member replaced. Each member
shall serve until the appointment of a succes-
sor.
(e) Members may serve for more than one
term.
(f) Vacancies shall be filled by the city council
in accordance with the requirements set forth
above.
(g) Members shall serve without compensa-

Sec. 26-4. Election Of Officers; Organiza-
tion; Rules And Bylaws; Conduct
Of Meetings; Record Of Actions;
Attendance At Meetings:
(a) The commission shall elect from its mem-
bership a chairperson and vice chairperson,
whose terms of office shall be fixed by bylaws
adopted by the commission. The chairperson
shall preside over meetings of the commission
and shall have the right to vote. The vice chair-
person shall, in cases of absence or disability of
the chairperson, perform the duties of the chair-
person.
(b) The city manager shall designate a person
to serve as secretary to the commission. The
secretary shall keep a record of all resolutions,
proceedings and actions of the commission.
(c) The commission shall adopt rules or by-
laws for the transaction of its business. The
bylaws shall provide for, but not be limited to,
the time and place of holding regular meetings,
the procedure for the calling of special meetings
by the chairperson or by at least three (3) mem-
bers of the commission and quorum require-
ments.

Council; and
(3) Review the investment performance of
the City's Investment Committee and

(2) Members of the Commission shall attend
at least two-thirds ('I,) of all regularly
scheduled meetings within any twelve
(12) month period. If any member fails to
attend such prescrihed number of meet-
ings, such failure shall constitute
grounds for the Commission to recom-
mend to the City Council that said mem-
ber be replaced. Attendance of all mem-
bers shall be entered on the minutes.
(3) All meetings shall be held in accordance
with the provisions of the Iowa Open
Meetings Law.
(4) The Commission shall file with the City
Clerk a copy of the minutes of each regu-
lar and special meeting of the Commis-
sion within ten (10) working days after

All administrative, personnel, accounting,
budgetary and procurement policies of the City
shall govern the Commission in all its opera-

Thera is hereby created a City Zoning Adviso-
ry Commission, which shall consist of seven (7)
residents of the City, appointed by the City

Zoning Commission:
Two (2) members of the Commission shall be
appointed by the City Council to serve on the
Airport Zoning Commission. A member shall

Sec. 36-11. Application And Appointment
Process:
The appointment process to the Co=ission
by the City Council shall include at least the
following:
(1) An application form requesting basic
information on the education, training,
experience, expectations and other quali-
fications of the applicant;
(2) Notice to and an opportunity for the
general public to comment in writing on
the qualifications of each applicant; and
(3) A formal interview by the City Council to
determine the applicant's qualifications
and ability to effectively serve on the
Commission. (Ord. 11-90, ~ 2, 2-5-1990)
Sec. 36-12. Terms; Filling Of Vacancies;
Compensation:
Tbe term of office for members of the Zoning
Advisory Commission shall be three (3) years or
until s successor is duly appointed. Two (2) of
the initial terms shall ba for a term of one year;
two (2) of the initial terms for two (2) years;
and three (3) of the initial terms for three (3)
years.
A Commission member may be -removed at
any time with or without cause by a vote of two-
tbirds ('I,) of all members of the City Council.

A vacancy occurring on the Commission

All members of the Commission shall serve
without compensation except for actual expens-
es, which shall be subject to approval by the

Sec. 36-13. Powers:.
The Zoning Advisory Commission shall con-
cern itself with short-range physical planning
and shall have and possess the following pow-
ers, duties and responsibilities:

(1) To prepare and recommend a Zoning
Ordinance by exercising the powers con-
ferred by Iowa Code chapter 414, "Munic-
ipal Zoning". Such Zoning Ordinance
shall include the boundaries of the vari-
," r -~ning districts; the height, nwnber
of stories and size of buildings and other
structures in each district; the percent-
age of ground that may be occupied;
setback requirements; the size of yards,
co~rts and other open space; the density
of population; the location and use of
buildings, structures, and land for trade,
industry, commercial, residential or
other purposes; and such regulations and
restrictions necessary to enforce such
zoning provisions. To this end the Zoning
Advisory Comznission shall prepare a
preliminary Zoning Ordinance and hold
public hearings thereon and after such
hearings have been held, shall submit a
tinal Zoning Ordinance and its recom-
mendations to tho City Council;
(2) To recommend to the City Council, from
time to time, as conditions require,
amendments, supplements, changes or
modifications to the Zoning Ordinanct!

plans or plats of tho whole or any portion

of the City and of any land outside there-
of, which in the opinion of the Zoning
Advisory Commission are consistent with

sary to carry out the purposes of the
Commission;
(4) To make recommendations to the City
Council upon plans, plats or rep],its of
subdivisions or resubdivisions within the
City which show streets, alleys or other
portions of the same intended to be dedi-
cated for public use;
(5) To make recommendations to the Long-
Range Planning Advisory COmmission on
the preparation and maintenance of the
Comprehensive Plan;
(6) To fultill those duties and responsibili_
ties assigned to a City Planning Commis-
sion in Iowa Code chapter 409, .Plats";
and
(7) To undertake from time to time other
specific short-range planning projects
which may be referred to it by the City
Council.
