SUBJECT: Community Partnership (cp2) Program - FY 2007 Recommendation
INTRODUCTION
The purpose of this memorandum is to request the City Council's approval of the
recommendation of the Community Development Advisory Commission for allocation of
Community Partnership Program (cp2) funds. A resolution providing for the approval is
attached for the Mayor's signature.
BACKGROUND
The Community Partnership (cp2) program was implemented on August 5, 1991, to
provide financial support to new and innovative private and non-profit efforts to create a
more livable environment for community residents. Funds are allocated for the cp2
program on a yearly basis through the CDSG Annual Plan process. A total of
$1,591,988 has been awarded since the program began. The program has leveraged
over $6 million in community service and accessibility projects. The Fiscal Year 2007
Annual Action Plan allocates $50,662 for the cp2 program beginning in July 1, 2006.
The Housing and Community Development Department announced the availability of
cp2 funds on February 10th and held an informational meeting in the auditorium of the
Carnegie Stout Public Library on February 22nd. Applications were accepted through
March 24th. Five applications were received requesting a total of $138,359.
A Review Committee was established consisting of: Mary Rose Corrigan, Public Health
Specialist; Pat Prevenas, Recreation Division Manager; Joleen Patterson, Rehab
Supervisor; Jerelyn O'Connor, Neighborhood Development Specialist; Aggie Tauke,
Community Development Specialist; Community Development Advisory Commissioner
Janice Craddieth.
The cp2 Review Committee evaluated each of the proposals and ranked them in
accordance with the guidelines adopted by the City Council. The Committee's report
and a brief description of the proposals and ranking of each are attached. They
recommended funding $49,406 in projects, with an unfunded cp2 balance of $1,256
The Community Development Advisory Commission (CDAC) met on Wednesday May
17th to consider the following cp2 applications. At that time, the Commission reviewed
the review committee's recommendations and proposed funding the projects as
recommended.

RECOMMENDATIONS
The Commission recommends funding the Community Partnership (cp2) funds for
Fiscal Year 2007 as summarized below. The cp2 program requires 25% match for the
initial year of funding and provides an opportunity for one additional year of funding with
an increased match of 40%.
1. The Visitina Nurse Association is recommended for full funding. The project
would provide urgent care referrals for low-moderate income persons in need of
medical and dental care on a case by case basis. The funding was also
provided in FY 2006 and will facilitate the transition during the initial startup of
the Tri-State Community Health Center. A forty percent match is required for this
second year of funding.
2. The Dubuaue Countv Extension is recommended for full funding. The cp2 funds
will assist in the continued operation of the multicultural center, which was also
funded in FY 2006. The center provides a needed facility for the minority
families in the community and participation continues to increase. A forty
percent match is required for the second year of funding.
3. The Dubuque County Historical Society, Hillcrest Family Services and Four Oaks
are not recommended for funding.
ACTION STEP
The action step for the City Council is to adopt the attached resolution approving the
award of $49,406 of cp2 funds to the aforementioned organizations and authorizing the
City Manager to prepare and execute the necessary funding agreements.

Currently the Community Partnership (cp2) program was allocated $50,662 for
FY 2007, with all of the funds initially proposed for public service activities.
Following is a brief summary of each of the cp2 applications received and evaluated
by the Review Committee. Further information relative to the various proposals
and the individual evaluations are available upon request.

case basis. The funding was also provided in FY 2006 and will facilitate the transition during

DUBUQUE COUNTY EXTENSION
Project Description: Multicultural Center
This project would provide continued funding for the multicultural center, which provides
assistance, opportunities and resources for immigrant and diverse populations at 1340 White.

This project would provide for a part-time program coordinator to plan and implement a summer
treatment program for children with Attention Deficit Disorder/Attention Deficit Hyperactivity
Disorder in July 2007.

RESOLUTION NO, 234-06
RESOLUTION AUTHORIZING THE AWARD OF COMMUNITY PARTNERSHIP
PROGRAM (cp2) FUNDS FOR FISCAL YEAR 2007.
Whereas, under the provisions of Title I of the Housing and Community
Development Act of 1974, as amended, the City of Dubuque has received Community
Development Block Grant (CDBG) funds for the development and maintenance of a
viable urban community through the provision of decent housing, a suitable living
environment and expanded economic opportunities for its residents, particularly those
persons of low and moderate income; and
Whereas, the Community Partnership Program (cp2) was developed in the City
of Dubuque in response to the national goals and objectives of the CDBG program; and
Whereas, guidelines for the implementation of the Community Partnership
Program (cp2) were approved and amended by the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby awards Community Partnership
Program (cp2) monies to the following organizations. The award shall consist of a
grant to the organization for the identified project and shall be for the amount noted
below:

Section 2. That the City Manager be and he is hereby authorized to develop
and execute contracts with representatives from the aforementioned organizations in
accordance with the program guidelines established for the Community Partnership
Program and with the regulations of the Community Development Block Grant Program.
Section 3. That upon execution of said contracts, the City Manager is hereby
authorized and directed to disburse program funds in support of the approved projects
and in accordance with the terms and conditions established in said contracts.
