The 3 -year grant would fund education, training, accountability, and prevention of Sexual Assault, Domestic Violence, Dating Violence, and Stalking on the University of Dubuque campus and provide links to local criminal justice agencies and pertinent service providers in the community. The Dubuque Police Department's role, as outlined in the Memorandum of Understanding, is simply to maintain the current level of service to the University of Dubuque to include response to, and investigation of these crimes, as well as provide educational and statistical resources when requested. BACKGROUND Dr. Tabitha Bartelme of the University of Dubuque contacted the department and advised the university would be applying for a grant through the Department ofJustice's (DOJ) Office of Violence Against Women (OVVV) and needed memorandums of understanding (MOU) with local partners including the Dubuque Police Department. The 3 -year grant would fund education, training. accountability, and prevention of Sexual Assault, Domestic Violence, Dating Violence, and Stalking on the University of Dubuque campus and provide links to local criminal justice agencies and pertinent service providers in the community. DISCUSSION The Dubuque Police Department's role as outlined in the MOU is simply to maintain the current level of service to the University of Dubuque to include response to, and investigation of these crimes, as well as provide educational and statistical resources when requested. RECOMMENDATION Based on the department's limited role as a support agency in the grant and the University of Dubuque approaching a filing deadline. The University of Dubuque holds interest to affiliate itself with the Green Dot curriculum and become a higher educational institution with certified instructors, while implementing its strategy and comprehensive approach. Project Abstract The Green Dot curriculum is informed by concepts and lessons learned from bodies of research and theory across disciplines including: violence against women, diffusion of innovation, public health, social networking, psychology, communications, bystander dynamics, perpetration, and marking /advertising. In contrast to historical approaches to violence prevention that have focused on victims and perpetrators, the Green Dot strategy is predicated on the belief that individual safety is a community responsibility and shifts the lens away from victims /perpetrators and onto bystanders. Program Scope 1. To develop and implement campus policies, protocols, and services that more effectively identify and respond to crimes of sexual assault, domestic violence, dating violence, and 1 stalking, and to train campus administrators, security personnel, and personnel serving on campus disciplinary or judicial boards on such policies, protocols, and services. 2. To implement and operate educational programs for the prevention of sexual assault, domestic violence, dating violence, and stalking across the college campus. Identify All Partners The first task upon grant approval will be to ensure a coordinated community response by assembling a committee. All identified members, including external and internal partners will serve on the committee. External partner representatives will consist of the following: City of Dubuque Police Department; the Riverview Center; and the Dubuque Community Y's Domestic Violence Program β€” New Beginnings. [A] These partners provide services to victims of sexual assault, domestic violence, dating violence, or stalking as one of their primary purposes and have demonstrated history of effective work in the field. [B] These partners address a demonstrated need in the Dubuque community by providing services that promote the dignity and self - sufficiency of victims; improving their access to resources; and creating options for victims seeking safety from perpetrator violence. And, [C] these partners do not engage in or promote activities that compromise victim safety. History of Partners These external partners have been actively engaged in co- curricular programming and academic speaking engagements on the University of Dubuque as documented over the following academic years: 2006 -2007; 2007 -2008; 2008 -2009; 2009 -2010; 2010 -2011; 2011- 2012; and 2012 -2013. These engagements have exemplified as a service provider, leadership in the community, or as a resource relevant to issues and concerns of sexual assault, domestic violence, dating violence and /or stalking. 2 36 month Commitment Serving on the Community Response Committee Each external partner will have one member representative assigned to the community response committee. Members of the committee will initiate the completion of the required needs assessment, which will measure the following: the University of Dubuque's response to sexual assault, domestic violence, dating violence and stalking; the conditions within the institution that may perpetuate these crimes, identifying the institution and community assets that will be maintained or enhanced and a comprehensive review of policies, protocols and services, in collaboration with partner agencies to ensure victim safety, while holding offenders accountable. Each external representative will receive $100 for a consultation fee, per 60 minutes of a committee meeting scheduled. During a 12 month time frame, committee meetings will not exceed 5 contacts. The $100 consultation fee payment will be forwarded in the name of the representative's agency. The community response committee will be tasked to support that project goals 1 and 2, along with their respective objectives are being fulfilled within the 36 month time frame. Training Commitment In addition to the community response commitment of external partners, within the first 6 months, each will assign no more than two representatives to participate in the Green Dot training to be held on the University of Dubuque campus, along with selected faculty and staff members. Each representative will receive $100 per day of training for the 6 day training period.
