Sealed bids were received for the SEP Green Alley Permeable Pavers Project between
Loras Boulevard and Arlington Streets from Prairie Street to Dell Street. City Engineer
Gus Psihoyos recommends award of the contract to the low bidder, Portzen
Construction, Inc., in the amount of $174,840, which is 2.07% under the estimate of
probable cost.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the SEP
Green Alley Permeable Pavers Project - Between Loras Boulevard and Arlington Streets
from Prairie Street to Dell Street.
DISCUSSION
This project will involve the reconstruction of the alley between Loras Boulevard and
Arlington Streets from Prairie Street to Dell Street.
The Project will involve reconstructing one alley that includes:
- Removal of the existing alley pavement
- Excavation of the subgrade to allow the placement of clean washed stone for a
storage medium
- Installation of a concrete border for the interlocking concrete pavers
- Installation of HMA headers and HMA pavement for a portion of the alley
- Reconstruction of the pavement surface with interlocking concrete pavers
- Replacement of the brick sanitary manholes in the alley with precast concrete
manholes
- Replacement of the 8" sanitary sewer main and related private services
The alley will be constructed using HMA pavement on the steep section of the alley. The
installation of interlocking concrete pavers in this area would be of little benefit, since
water would pass over the pavers. The section with mild slopes will have pavers in the
center to infiltrate the water. This infiltration will improve water quality and reduce runoff.
The Engineering Department has reviewed the Dell Street profile to see if any
adjustments can be made for the steepness of the grade. Staff has determined changes
cannot be made due to the presence of existing structures.
This project will reconstruct the alley into a green alley. After this project is complete all of
the SEP green alleys will have been constructed.
As provided in Paragraph 43 of the Consent Decree, any public statement, oral or written,
in print, film, or other media, made by the City making reference to the SEP under the
Consent Decree must include the following language:
"This project is undertaken in connection with the settlement of an enforcement
action, United States and State of Iowa v. City of Dubuque, Iowa, taken on behalf
of the U.S. Environmental Protection Agency and the State of Iowa under the
Clean Water Act."
BID RESULTS
Sealed bids were received on the project on March 21, 2013. Portzen Construction, Inc.
of Dubuque, Iowa, submitted the low bid in the amount of $174,840.00. This amount is
2.07% under the estimate of probable cost. A summary of the bid proposals received is

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE SEP GREEN ALLEY
PERMEABLE PAVERS PROJECT BETWEEN LORAS BOULEVARD AND
ARLINGTON STREETS FROM PRAIRIE STREET TO DELL STREET
Whereas, sealed proposals have been submitted by contractors for the SEP
Green Alley Permeable Pavers Project between Loras Boulevard and Arlington Streets
.from Prairie Street to Dell Street (the Project) pursuant to Resolution No. 77 -13 and
Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on
the 8th day of March, 2013, and
Whereas, said sealed proposals were opened and read on the 21st day of March,
2013 and it has been determined that Portzen Construction, Inc. of Dubuque, Iowa with
a bid proposal in the amount of $174,840.00, is the responsive, responsible bidder for
the Project, and
Whereas, it has been determined that it is in the best interest of the City of
Dubuque to enter into an improvement contract with Portzen Construction, Inc. for said
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
