Dear Mayor and City Council Members:
The City of Dubuque Community Development Advisory Commission has reviewed the
Council's request to reconsider the funding recommendations for the Purchase of Services
Grant (POSG) applications for the Fiscal Year 2014 budget.
Discussion
The City Council reviewed funding for the FY14 Purchase of Services Grants at their
budget hearing on Monday February 25th. The FY 2014 budget recommended $43,789 in
General Fund and $12,500 in Community Development Block Grant funds for a total of
$56,289 for Purchase of Services Grant funding. The Commission's previous
recommendations exceeded the available funding and the Council therefore forwarded the
applications back to the Commission for a revised funding recommendation.
The Commission reviewed various funding options for the Purchase of Services Grant
applications at their meeting on March 20, 2013. As summarized below, the Commission
recommended funding for the same nine programs based on the highest ranked purchase
of service grant applications. The Commission reaffirmed the need to fully fund those
applicants that had originally requested less than $7,500 in funding since any reduction
could further limit the feasibility of these programs. Therefore, they proposed that Project
Concern's Foster Grandparent Program ($6,113), the Retired and Senior Volunteer
Program (RSVP) ($7,500) and Bell Tower Productions' Youth Theater Program ($6,345)
be funded at their requested levels and the remaining applicants, Dubuque Community Y's
New Beginnings Shelter, St. John's Lutheran Church's Guest House, Dubuque Visiting
Nurse Association's My Healthy Pathway, Lutheran Services in Iowa's Dubuque
Community Wrap Around Services, Project Concern's 2 -1 -1 Information and Referral, and
Riverview Center Sexual Assault Therapist programs be funded at twenty -seven percent
(27 %) of their requests for FY14. This would result in a total funding level for the budgeted
amount of $56,289. The revised funding for the agencies is summarized below:

Three applications did not receive ranking since the City Council agree to fund these
agencies for three years beginning in FY13: Four Mounds HEART program for $5000,
Matter (formerly Dubuque Art Center) for $15,000 and Opening Doors for $15,000. These
amounts are shown separately.
Action Step
The Commission recommends the Council approve the recommended funding for the FY
2014 Purchase of Service Grant applications and proceed with awarding contracts to the
agencies.
