Grants will be available, up to a maximum of $2,500, to any nonprofit, business, organization, neighborhood association or group of formally or informally organized residents. Sustainable Community Coordinator Cori Burbach recommends City Council approval of the attached Sustainable Dubuque Community Grant Program. The first application due date will be May 1, 2013. The goal of the program is to issue grants to community groups to help them implement engaging and educational sustainability projects in Dubuque. Background In FY2013, the City Council approved $25,000 to fund a new Sustainable Dubuque Community Grant program. In 2012, the Sustainable Dubuque Collaboration was formed to continue the education and engagement work of the original Sustainable Dubuque Task Force and the Dubuque 2.0 steering committee. The core members of the Collaboration, facilitated by the Sustainable Community Coordinator, have been meeting for one year and have provided input on the grant program. The goal of the program is to engage community partners in achieving measurable progress towards a more sustainable and resilient community. Discussion Following City Council approval of the grant program, the Sustainable Dubuque Collaboration discussed the intended outcomes. The intentions of the grant program as defined by the Collaboration are to demonstrate that anyone can be involved in the Sustainable Dubuque initiative; to reach out to a diverse set of community partners, including nonprofits, businesses, neighborhood associations and individuals; and track measurable impact in the community. In order to engage a diverse audience, the application is intended to be simple for applicants and reviewers. Grants will be available, up to a maximum of $2,500, to any nonprofit, business, organization, neighborhood association or group of formally or informally organized residents. Applications will be reviewed on a quarterly basis. Recipients will be required to quantitatively and qualitatively report on the impact or their project, and a complete summary of impact will be provided to the City Council and Sustainable Dubuque Collaboration as well as to the public via the Sustainable Dubuque website and other media. The grant review team and Collaboration will work through traditional marketing and outreach venues and reach out to new partners in order to broadly market the opportunity and attract organizations and individuals who have not historically been involved in the Sustainable Dubuque initiative. In soliciting and reviewing applications, the review team will also take care to ensure that all eleven sustainability principles are addressed. After nearly two years of work, they delivered to the City Council and greater community this definition of sustainability: "Dubuque is a viable, livable and equitable community. We embrace economic prosperity, environmental integrity, and social /cultural vibrancy to create a sustainable legacy for generations to come." Helping to define that vision were 11 sustainability principles: Regional Economy, Smart Energy Use, Resource Management, Community Design, Green Buildings, Healthy Local Foods, Community Knowledge, Reasonable Mobility, Healthy Air, Clean Water, and Native Plants & Animals. Since their work, numerous community -led initiatives have helped us move toward our goals, including programs led by both the public and private sector and actions taking place in individual homes and businesses. About the Sustainable Dubuque Community Grant Program The goal of the Sustainable Dubuque Community Grant Program is to provide funding to assist non- profits, businesses, clubs, organizations, and groups of passionate residents in implementing their ideas to make Dubuque a more sustainable place and to demonstrate that everyone can be part of the Sustainable Dubuque initiative. Grants may be awarded to any group of individuals to implement a project that helps to achieve the Sustainable Dubuque vision and includes a component of community education and/or engagement. Grants can be submitted at any time during the calendar year, although they will be reviewed based on quarterly deadlines of May 1 and September 1, 2013 and January 1 of 2014. Applications will be reviewed by a citizen community, and recipients will be notified of the status of their application by May 15, September 15, and January 15, depending on the quarter in which the application is submitted. Grant Guidelines 1. Grant must address at least one of the Sustainable Dubuque principles. 2. Grant must include an education and/or engagement component. 3. Any marketing, advertising or educational materials produced should acknowledge Sustainable Dubuque support by including the Sustainable Dubuque logo. We are happy to assist with this item. Amount of Award $25,000 is available to fund community projects. Grants will be awarded up to a maximum of $2,500 per project. Eligibility Any group of individuals located within Dubuque city limits is eligible to apply. "Group" can refer to a non- profit, business, club, organization, neighborhood association, or group of individuals, provided one individual is willing to be the primary contact who is responsible for fiscal interactions and measurement of impact. Target Audience Proposals must target, at a minimum, residents or businesses located in Dubuque. It is acceptable to target individuals in addition to this audience, such as Dubuque County residents. Preference may be given for proposed projects that target a traditionally unengaged population. Required Measurement of Impact/Success We want to share your successes and lessons learned with others! One of the requirements of this program is measurement of the impact of your project. This could mean counting the number of people who attend your event, or calculating the greenhouse gases avoided when individuals biked instead of drove their cars. You can tell your story through numbers, stories, photos, or video. We will work with you to collect this information. Let us know if you would like assistance in measuring your impact.
