Minutes Park & Rec 5 9 06 PRESENT: OTHERS: MINUTES APPROVED; VOTE: APPROVE REQUEST TO INSTALL GATE IN FENCE AT MARSHALL PARK; VOTE: continued PARK AND RECREATION COMMISSION MEETING Tuesday, May 9,2006 4:30 p.m., Snack Bar, Bunker Hill Golf Course Tom Blocklinger, Kim Daykin, Chuck Duggan, Gary Harjehausen, Paul Hoffmann, Karen Lyness and Evelyn Nadeau Staff present: Gil Spence, Pat Prevenas and Eileen Trimble It was moved by Lyness, seconded by Blocklinger, to approve the minutes of the March 14, 2006 meeting. The motion passed unanimously. Leisure Services Manager Gil Spence explained that about a year ago the Arboretum Association requested to put a fence along the west end of Marshall Park to control snowmobile/ATV access and keep out deer. Plans call for an eight-foot black vinyl coated chain link fence to run 1,100 feet from the gate north to the north property line. On April 25th, Mr. Spence met with members of the Arboretum Association and three adjoining property owners. Mr. Mark Manders was opposed to the fence because he had planned to transition his lawn into the park and wanted open access to the park for his children. After discussion, it was agreed that a gate would be put in at the Manders property with the following conditions: . that anyone in the neighborhood could use the gate; . and it be locked from October 15th through April 15th. The agreement needed the approval of the Arboretum Association Board of Directors and they did not approve it. Mr. Manders is here today to request that you approve the installation of a gate at his property, and he would be willing to split the cost with the city. Mr. Manders explained that he bought the lot because it bordered the park, and he just found out about the fence a few weeks ago. He said that twelve lots border the Arboretum which could act as a block for ATV and quad runners. Anvone in the neiqhborhood would be allowed to use the qate, j! would be locked from October 15th throuqh April 15th, and the cost would be split with Mr. Manders. The motion passed unanimouslv. UPDATE ON . All C.I.P. projects from last year have been accepted by the City Council and C.I.P. PROJECTS: are officially finished; . Phase II of A.Y. McDonald Park has been awarded and construction begins in a couple weeks; hope to have completed by mid- September except for landscaping that would be done in the spring. . Phase II of Highway 20 has been bid through lOOT and will hopefully begin in mid- August; . lots of smaller projects are also in progress. Parks opened for the season May 6th; · new rest rooms are completed at A.Y. McDonald, Marshall and Bergfeld; · new notice board has been installed at Miller-Riverview Park; . repaired open trenches at Flora; · south end of the Pet Park has been seeded - will hopefully be able to open that area in the next ten days; . Kevin Grace filled the Foreman position left by retirement of Tim Kelly; . flowers will be planted in the Grandview islands in about a week and a half. Recreation Division Manager Pat Prevenas reported: . When the detention basin work is completed at Allison-Henderson Park, they will be working on the storm sewer adjacent to Grandview. · Twenty-eight percent of our summer registration business has been done on the Internet. · We are offering a new non contact youth rugby program this year and the youth triathlon has been changed to be a "family" event. The Dubuque YMCA swim club will help promote this family event. Walk a hound, lose a pound at Bergfeld Recreation Area is a new special event this year. · Uptown Recreation programs are offered again this year in cooperation with Four Mounds and Dubuque County Extension. · Repair work is completed at Flora Pool; cleaning will begin next week. Cleaning began at Sutton Pool this week. Pools open Memorial Day weekend. · 174 softball teams registered this year, down 9 from last year, but last year was the highest number of teams in ten years; volleyball teams were down 19 from last year. · We will be using a new POS computer system at the golf course starting next week; April golf rounds are down from last year - lowest April in three years; sold less individual season passes and more weekday individual; raffle tickets are being sold for the playing spot in the Western Open Pro/Am and the four, single day sky box tickets to attend the tournament; Commissioner Duggan asked if we could put portable rest rooms at Valentine Park. Mr. Spence said that a new rest room building is scheduled to be constructed this fall.
