City Engineer Gus Psihoyos is recommending acceptance of the Stafford Street
Sanitary Sewer Reconstruction Project, from High Bluff to Lincoln Avenue, as
completed by Fondell Excavating, Inc., in the final contract amount of $15,229.00, which
is a 25.7% decrease from the original contract in the amount of $19,146.25.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract
for the Stafford Street Sanitary Sewer Reconstruction Project, from High Bluff to
Lincoln Avenue.
BACKGROUND
This project provided for the upgrade of six-inch sanitary sewer on Stafford Street
to the standard eight-inch size.
DISCUSSION
The Stafford Street Sanitary Sewer Reconstruction Project, from High Bluff to
Lincoln Avenue was completed by Fondell Excavating, Inc. of Dubuque, Iowa, in
the final contract amount of $15,229.00, which is a 25.7% decrease from the
original contract in the amount of $19,146.25.
The main reason for the reduced project cost is that the contractor was able to
preserve more pavement than anticipated when installing the sanitary sewer.
This is reflected in the lower 4-inch base stone and 4-inch asphalt bid item
quantities.
RECOMMENDATION
I recommend that the City Council accept the improvements and establish the
final contract at $15,229.00.

improvement and establishing the final construction cost for the Stafford Street
Sanitary Sewer Reconstruction Project, from High Bluff to Lincoln Avenue.

RESOLUTION NO. 238-06
ACCEPTING THE
RECONSTRUCTION
AVENUE
STAFFORD STREET SANITARY SEWER
PROJECT, FROM HIGH BLUFF TO LINCOLN
Whereas, the contract for the Stafford Street Sanitary Sewer
Reconstruction Project, from High Bluff to Lincoln Avenue (the Project) has been
completed and the City Manager has examined the work and filed a certificate
stating that the Project has been completed according to the terms of the
contract, plans and specifications and that the City Manager recommends that
the Project be accepted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Manager is approved and the
Project is hereby accepted.
Section 2. The City Treasurer is hereby directed to pay to the contractor
from the Fiscal Year 2006 Sanitary Sewer Construction Fund appropriation for
the contract amount of $15,229.00 less any retained percentage provided for
therein as provided in Iowa Code chapter 573, and to pay such retainage only in
accordance with the provisions of Iowa Code chapter 573.

RESOLUTION NO. 239-06
FINAL ESTIMATE
Whereas, the construction contract for the Stafford Street Sanitary Sewer
Reconstruction Project, from High Bluff to Lincoln Avenue, has been completed
and the City Engineer has submitted his final estimate showing the cost thereof
including the cost of estimates, notices and inspection and all miscellaneous
costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to
be $18,064.98 and the said amount shall be paid from the Fiscal Year 2006
Sanitary Sewer Construction Fund of the City of Dubuque, Iowa.
