Economic Development Director David Heiar is recommending City Council approval of
Amendment #4 to the Contract with the Economic Development Administration on the
Adams Company property project.

Administration (EDA)
INTRODUCTION
The attached resolution provides for the formal approval of an amendment #4 to the
City's existing contract with the Economic Development Administration.
DISCUSSION
In December of 2002, the City Council approved a contract with the Economic
Development Administration for $2,000,000 to assist the City in acquiring Adams
Company's property, relocating the business, and demolishing the existing structures.
Since that time, the Adams Company property has been purchased by the City, and
company has constructed a new facility and relocated to the Dubuque Industrial Center
West.
Although the State Historic Preservation Commission and the Dubuque Historic
Preservation Commission have approved the demolition of the structures, the City
Council agreed in November of 2004 to delay demolition to provide the Historical
Society with an opportunity to present a re-use proposal for the buildings. In late 2005
the Historical Society decided to pursue the reuse of the building. Based on this
decision, the EDA agreed to provide a 6 month extension on utilization of the balance of
this grant (approximately $300,000) until June 25, 2006.
Planning and design preparation for the reuse of this building has taken longer than
originally anticipated. The detailed plans have now been prepared and approved by the
EDA; however, it is not possible to complete this project by the current June 25, 2006
deadline.
EDA has responded and has provided Project Amendment #4 to the contract, extending
the end date to December 25, 2006.
RECOMMENDATION
I recommend the City Council adopt the attached resolution approving the Project
Amendment #4 with the Economic Development Administration.

RESOLUTION NO. 244-06
A RESOLUTION AUTHORIZING THE EXECUTION OF PROJECT AMENDMENT # 4
TO A CONTRACT WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION
Whereas, the City Council of Dubuque has approved a contract with the
Economic Development Administration (EDA) for a $2 Million grant to assist in the
acquisition of property owned by the Adams Company in the Port of Dubuque,
relocation of the Company, and demolition of the existing facility; and
Whereas, contract will expire on June 25, 2006; and
Whereas, the City and the Historical Society need additional time to prepare for
the reuse of the existing buildings, and
Whereas, the City has requested and EDA has provided a proposed six month
extension of time for the completion of the project and EDA has submitted Project
Amendment NO.4 of the contract to the City for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the attached Project Amendment #4 with EDA extending the
completion date to December 25,2006 is hereby approved.
Section 2. That the. Mayor is hereby authorized to execute and the City Manager is
hereby directed to submit said Project Amendment #4 to the Economic Development
Administration.

Amendment No.4 to EDA's Award No. 05-01-03816 which was effective November 25, 2002.
The amendment provides a six-month time extension for completion of the project, until

The scope of work is not changed by the amendment and all other terms and conditions of the
Financial Assistance Award shall remain in full force and effect.
