Environ. Steward Goal Setting -, 't. June 13, 2006 Honorable Mayor Roy Buol and City Council Members City Hall 50 W. 13th Street Dubuque IA 52001 Dear Mr. Mayor and Council Members: The Environmental Stewardship Advisory Commission embarked on a goal setting process in March 2006. Assistant City Manager Cindy Steinhauser facilitated the process. The purpose of the goal setting sessions involved the following: 1. Review role of Commission in a City Manager/City Council form of government. 2. Review Environmental Stewardship Advisory Commission Ordinance. 3. Review Environmental Stewardship Advisory Commission Mission and Goals. - What do these mean to each Commissioner? - What role(s) should the Commission plan in implementing the mission and goals? - What activities does this translate into for the Commission? - How much time and resources should be devoted to each activity? 4. Role of Commission with City departments. 5. Role of Commission with the community. 6. Other issues/next steps. In addition to discussing these items, Commissioners ranked issues relating to the ESAC's importance. The issues surveyed are categorized and include the following recommendations: Development: 1. Participate in Developers Roundtable - coordinated by Planning Services Dept. 2. Participate in Zoning ordinance update - coordinated by Planning Services Dept. 3. Participate in Comprehensive Plan update - coordinated by Planning Services Dept. 4. Stormwater and Erosion Control - coordinated by Engineering Dept. An ESAC Commissioner would be a liaison for each of these items, participating in meetings (when necessary) on these issues and reporting back to the ESAC at Commission meetings. These reDorts become Dart of the standina aaenda. We therefore request the City Council to authorize and concur an ESAC representative to each of these committees. City monitoring reports that ESAC requests be on their agenda for review: 1. Consumer Confidence Report - Annually in Feb/Mar of each year. Water Dept obtain ESAC input in Dec/Jan of each year. Input from ESAC to be coordinated by Water and Health Departments 2. Chemical, pathogen and pesticide testing - Conducted Bi-Annually by Water Pollution Control (WPC) Department. Input from ESAC to be coordinated by WPC and Health Departments -, 'l Regular communication to City Council by the following: 1. Monthly minutes 2. Annual report 3. Annual Deer Management presentation 4. Letter of review and support for Annual Consumer Confidence Report 5. Letter of review and support for other items as necessary I.e. zoning update, erosion control 6. In October submit budget request for any printing or promotional needs for public awareness and/or annual report. 7. Brief annual report to City Council to review work of board over past 6 -12 months. 8. City Council work session participation, as needed Review City Council agenda items to see if there are items related to the ESAC priorities. ESAC focus for the next 18 months will be on the following items: . Developers Roundtable . Zoning Ordinance Update . Comprehensive Plan Update . Stormwater and Erosion Control . Deer Management . Review of Consumer Confidence Report . Review of any WPC testing In summary, the ESAC requests City Council approval and concurrence on the results of their goal setting process. Specifically: · Presence of an ESAC representative at the committees mentioned, under "Development", . Monitoring of City water and wastewater reports. . Communication to City Council. .
