Spence, Leisure Services Manager SUBJECT: Five Flags Arena Fall Protection Project INTRODUCTION The purpose of this memorandum is to recommend that the City Council award the contract for the Five Flags Arena Fall Protection to Hy-Safe Technology in the amount of $82,173. DISCUSSION Sealed bids were received on June 8, 2006 for construction of the Five Flags Arena Fall Protection Project. This project provides for installation of cables that workers will hook onto when they are on the "catwalk" of the arena setting sound and lights for shows. A summary of the bid that was received is as follows: Bid Amount Hy-Safe Technology $ 82,173 This project is part of the Phase II renovation on the Center. There is $600,000 in the FY 2007 C.I.P. budget for Phase II, and is part of the Vision Iowa Grant match. All parts of the Phase II plan are bid and breakdown as follows: Dasher boards Ice covering Fall protection $ 130,066 $ 135,900 $ 82.173 $ 348,139 Design Contingency $ 15,000 $ 25.000 TOTAL $ 40.000 $ 388,139 continued Five Flags Arena fall protection, page two The breakdown for this project is as follows: Construction contract $ 82,173 Design $ 15,000 Contingency $ 15,000 $ 112,173 The engineer's estimate for this project was $175,000. This was a difficult project to estimate because of the type of work it is, and we figured the estimate may be high. RECOMMENDATION I recommend that a contract be awarded to Hy-Safe Technology in the amount of $82,173 for construction of the Five Flags Arena Fall Protection Project. ACTION STEP The action requested is that the City Council adopt the attached resolutions awarding the Five Flags Arena Fall Protection Project to Hy-Safe Technology. WHEREAS, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. WHEREAS, said sealed proposals were opened and read on the 8th day of June, 2006, and it has been determined that the bid of Hy-Safe Technology in the amount of $82,173 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Hy-Safe Technology, and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. DISCUSSION This project provides for installation of fall protection along the catwalks in the arena of the Five Flags Center. The architect's estimate for the project is $175,000.
