PROCLAMATION
WHEREAS, laughter is the best medicine, World Laughter day was created in
1998 as a positive manifestation for world peace and intended to
build a global consciousness of friendship though laughter; and
WHEREAS, laughter is a free and natural expression of the joyful human spirit
and promotes good health, improves morale, increases productivity
at work, is a hallmark of healthy family life, and promotes widespread
harmony; and
WHEREAS, May 5t ", 2013 is World Laughter Day, all citizens are invited and
encouraged to set their cares and differences aside and engage in
good - hearted acts of laughing out loud, smiles, silliness, giggles,
clowning, chuckles, guffaws, titters, grins, and happy foolishness in
the spirit of health, joy, and world peace.
NOW THEREFORE, 1, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA,
ON BEHALF OF THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO
HEREBY PROCLAIM THE 5th OF MAY, 2013, AS
"LAUGHTER DAY"
IN THE CITY OF DUBUQUE, IOWA, IN CELEBRATION OF THE POSITIVE POWER
AND HEALTHY BENEFITS OF LAUGHTER.
IN WITNESS THEREOF, I have
hereunto set my hand and caused the
Great Seal of the City of Dubuque to
be affixed this 15th day of April, 2013.
