Minutes_Arts and Cultural Affairs Advisory Commission 1 22 13Minutes ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION January 22, 2013 First Floor Meeting Room Carnegie-Stout Library The meeting was called to order by Chair Marina O'Rourke at 4:30 p.m. following staff assurance of compliance with the Iowa Open Meeting Law. Commissioners present: Paul Hemmer, Louise Kames, Marina O'Rourke, Sue Riedel Commissioners absent: Ellen Henkels, Gina Siegert and Julie Steffen Staff Present: Jerelyn O'Connor, Jan Stoffel Approval of Minutes of December 11, 2012. Motion made by Hemmer, seconded by O'Rourke to approve minutes as read. Motion carried 4-0. OLD BUSINESS 1 Discussion and approval of Special Project grant changes to forward to City Council. Staff shared the latest draft of the Special Project grant materials. An additional category was added to eligible organizations to accommodate arts groups that may be operating within an umbrella organization. The language was suggested by the City's legal department. Riedel prepared a list of suggestions. She recommended to allow planning items outside of the grant period to be included in the timeline so that Commissioners could get a good view of an entire project. Commissioners suggested allowing slightly more space for answers while still limiting response in length. Kames suggested rewriting the list of eligible activities. She will prepare copy and forward to staff. Commissioners discussed the part that administrative costs played in special project grants. While some expenses for administration could be allotted to a project, operating- type of support is not the purpose of the grants. Hemmer moved to accept all Special Project Grant materials with changes as discussed. Kames seconded. Motion passed 4-0. Staff will prepare the materials and submit to the City Council agenda for either February 4 or 18. O'Rourke will try to join staff on the selected date. ITEMS FROM COMMISSION 1. Budget Hearing for Arts and Culture on Wednesday, February 27, 6:30 pm. Staff will attend and Commissioners are welcome. 2. Art on the River update. Applications are coming in already, including an entry from Vienna, Austria. The deadline for applications is February 25. The jury will meet in Dubuque on March 15 to make selections. 3. Main Street Iowa Partnership Award. The City's nomination for the economic impact study Arts and Prosperity IV has been sent to state competition. 4. Americans for the Arts Conference June 14 -16, Pittsburg, PA. There are funds budgeted for one Commission member to attend the convention this year. O'Rourke expressed an interest in going again, only if other Commissioners could not attend. When all Commissioners are present, further discussion will take place. INFORMATION SHARING ADJOURNMENT Motion by Hemmer, seconded by Riedel to adjourn. Motion passed 4 -0. Meeting adjourned at 6:00 p.m. Next meeting is Tuesday, February, 26, 2013.
