The Dubuque Communication Center currently uses the National Academy of
Emergency Medical Dispatch Protocols for all medical calls. The dispatcher opens up
the software and asks the same questions and gives medical direction over the phone
until first responders can arrive.
The same company has expanded and now offers the same standardized questioning
for fire and law enforcement calls. This will allow all dispatchers to be asking the same
questions and following the same standardized directions when they answer law
enforcement and fire calls. This software also includes some Quality Assurance
software that can be used to monitor staff and adherence to the protocols.
Emergency Communications Manager Mark Murphy requests City Council approval to
purchase Emergency Fire Dispatch and Emergency Police Dispatch Protocols from the
Academy of Emergency Dispatch (Priority Dispatch) for $59,994. Included in this price
will be an upgrade to the Emergency Medical Dispatch software.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTROD UCTION
This memo will address purchasing the above protocols from the National Academy of Emergency
Dispatch.
BACKGROUND
Many years ago the Dubuque Communication Center started using the National Academy of Emergency Medical Dispatch
protocols. Originally we started with flip books and they we migrated to having the system installed on our computers. These
protocols are used for all medical calls. The dispatcher opens up the software and asked the same questions and gives
medical direction over the phone until first responders can arrive.
The same company has expanded and now offers the same standardized questioning for fire and law enforcement calls. This
will allow all dispatchers to be asking the same questions and following the same standardized directions when they answer
law enforcement and fire calls. This software also includes some Quality Assurance software that can be used to monitor
staff and adherence to the protocols.
DISCUSSION
We have researched using the law enforcement and fire protocols for several years and have had input from Chief Dan
Brown, Chief Mark Dalsing, Sheriff Don Vrotsos, Epworth ChieftEMA Director Tom Berger and additional staff from each of
their departments as well as members of the Communication Center. All members were in support of pursuing purchasing
and implementation of these protocols.
During the Budget process for this year, there was money set aside in a CIP to purchase this software and provide the
training for the Communication Center Staff. The total CIP budgeted was $60800.
We would like to implement these new protocols when we go live with the new Computer Aided Dispatch software in 2014. In
talking to the sales person from the Academy, we can purchase now and receive a discount. The training and the software
will be ready to go for our go live date. Also if we purchase now, we will get the upgrade to our Emergency Medical Dispatch
software included in the price. If we wait to install the EFD and EPD, we will have to pay approximately $2000.00 to upgrade
the EMD protocols.
The attached quote shows that we can purchase the software forthe amount budgeted in the CIP. In talking to the sales
person, we can pay a portion now to get the reduced price and then pay the remainder when we get closer to the full
implementation time.
RECOMMENDATION
These protocols will help standardize the questioning for all calls received from the communications center. It will provide the
citizens of the City of Dubuque and Dubuque County with better customer service and the same high level of commitment for
all types of calls. This will give the Dispatchers better tools to assist all the citizens of and visitors to the Dubuque area.
