Approximately eight years ago, the State of Iowa began to encourage local communities
to work together in economic development activities. Through the leadership of ECIA,
the region came together as Prosperity Eastern Iowa, which today includes Delaware,
Jackson, Jones and Dubuque counties, as well as portions of Clinton County.
During this time, the City and Greater Dubuque Development Corporation have played
active roles in this organization.
This past year Prosperity Eastern Iowa continued and expanded three initiatives in the
Dubuque area: Buyer Supplier Connection, Accessmyfuture.com, and the Petal
Project. In fact, GDDC sponsored a Petal Project presentation to businesses on
March 28, 2013, and 75 people attended. These projects complement and enhance the
City's sustainability initiative as well as workforce initiatives.
Most recently the group has decided that emphasis on workforce is the most critical
priority facing the region.
On November 16, 2012, Kelley Deutmeyer sent budget requests for several services
provided by ECIA. ECIA requested the City increase commitment to Prosperity Eastern
Iowa. In the past other cities and counties in the region contributed .15 per capita, but
the City of Dubuque has only contributed $2,500. GDDC has made up some of the
difference, but not all. The specific request was to increase the City's commitment from
$2,500 to $5,650 to match other contributions.
Economic Development Director Dave Heiar recommends City Council approval to
amend the Fiscal Year 2014 budget to add an additional $3,150 to the City's
membership dues for Prosperity Eastern Iowa, for a total of $5,650. The additional
funding will come from the Economic Development's Contract Administration Services
for $25,000 for the Washington Neighborhood Development Corporation, which was
inadvertently included in the budget twice, once in the operating budget and once in the
capital improvement budget.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

PURPOSE
The purpose of this memo is to request additional funding for Prosperity Eastern Iowa in
the FY14 budget.
BACKGROUND

DISCUSSION
The Economic Development Department budget was submitted in October 2012, with
the request of $2,500, which we had budgeted previously as our annual membership
fee. On November 16, 2012, Kelley Deutmeyer sent budget requests for several
services provided by ECIA to the City Manager (see attached). The Economic
Development Department was among several other City departments who were copied
with these budget requests.
In the memo, Kelley requested the City to increase our commitment to PEI. In the past
other cities and counties in the region contributed .15 per capita but the City of Dubuque
has only contributed $2,500. GDDC has made up some of the difference, but not all.
The specific request was to increase the City's commitment to $5,650.
I didn't realize that it was my responsibility to revise our department budget proposal to
reflect this higher cost, therefore it never happened. I discovered this oversight just
before the City Council adopted the 2013 -14 budget.
RECOMMENDATION AND ACTION STEP
I request that when the City amends the FY14 budget, that an extra $3,150 be included
to bring the City's membership dues to PEI up to $5,650. Per Jenny Larson, the City's
Budget Director, this additional funding will come from Economic Development's
Contract Administrative Services for $25,000 for the Washington Neighborhood
Development Corporation which was inadvertently included in the budget twice, once in
the operating budget and once in the capital improvement budget.

RE: Fiscal Year 2014 Budget Requests
Dear Mike:
As you know, ECIA and the City have had a long and successful relationship in transportation
planning, economic development and community development. The purpose of this letter is to
outline the services we have provided to the City of Dubuque and to request that you include ECIA
in your upcoming FY' 14 budget.
I am enclosing a copy of our FY2013 Work Program. The FY2012 ECIA Audit and Annual Reports
are also enclosed for our information. These documents and the following infouuation should be of
value to you and the City Council.
Description of our Activities Supported:
A. Economic Development — ECIA's role in economic development is as follows:
Financial Assistance: ECIA operates a "revolving loan program" funded by the Economic
Development Administration and matched by City and County contributions. The results of
the program are included in the E.C.I.A. Business Growth annual report enclosed here.
Companies locating or expanding in Dubuque are major beneficiaries. This program also
assists the City financially by leveraging CDBG funds targeted toward economic
development.
In this past year, ECIA collaborated and teamed with the City sustainability staff and
developed an Energy Efficiency Loan Fund (EELF) with funds provided through a City
funded grant program. ECIA provided up to $50,000 per loan for energy efficiency retrofits
to local businesses.
ECIA, through our non -profit Certified Development Corporation, provides financing to
expanding businesses using the SBA 504 program. Under this program, we provide 40% of
the fixed assets needed by a company. Many of the loans made by the corporation are for
companies located in the City of Dubuque. As indicated above, a complete listing is
enclosed in the annual report of E.C.I.A. Business Growth, Inc.

E.C.I.A. Business Growth, Inc. in partnership with the City, NICC, and the Public and
Private Sectors was the recipient of a $2,060,250 Federal Green Jobs Grant in FY2010 and
continued to administer the grant through FY2012. This initiative has developed and is
implementing three separate career ladders that will connect Iowa workers to jobs in the
renewable electric power, energy efficient assessment, and energy efficient building. These
three paths include A.A.S and diploma technician programs in Wind Turbine Repair, as well
as RESNET Home Energy Rater training and Green Building Professional certifications for
residential and commercial construction.
Planning: ECIA is a designated "Economic Development District ". One of the elements of
our work program is the preparation of a regional "Comprehensive Economic Development
Strategy ". This planning process and document qualifies cities in the region, including
Dubuque, for Economic Development Administration (EDA) financing for improvements in
industrial parks and for local parking facilities.
The City has been an active member in our regional economic development entity,
"Prosperity Eastern Iowa." The ongoing grants from the Iowa Department of Economic
Development that we have secured require a 50% match. Through a planning process, the
Prosperity Eastern Iowa committee completed a strategic plan outlining the matching dues
requirement and maintaining the $0.15 per capita rate commitment. Dubuque County dues
have historically been divided between Dyersville, Greater Dubuque Development
Corporation and the City of Dubuque. In fiscal year 2013, Greater Dubuque Development
Corporation contributed $5,000, Dyersville committed to $608.70, and the City of Dubuque
contributed $2,000. This left a $3,649.95 shortfall in Dubuque County. To reach the $0.15
per capita membership, Greater Dubuque has increased their share from $5,000 to $7,500.
The city of Dubuque will be asked to contribute $5,649.95 in FY' 14 to comply with the $.15
per capita membership fee structure.
This past year through Prosperity Eastern Iowa we have continued and expanded three
initiatives in the Dubuque area: Buyer Supplier Connection, Accessmyfuture.com, and the
Petal Project. These projects complement and enhance the City's sustainability initiative as
well as your workforce initiatives. Therefore, I am requesting $5,649.95 for FY'14 from
the City of Dubuque for the Prosperity regional economic development effort. David
Tleiar, the City Economic Development Director, is an active Prosperity participant.
B. Transportation Planning: The City of Dubuque is a member of DMATS, the
Metropolitan Planning Organization (MPO) responsible for the urban transportation planning
process. ECIA is the designated recipient of MPO planning funds and is responsible for
updating and coordinating the Dubuque Urban Area's long -range transportation plan.
Concurrence with the required transportation planning process qualifies the urban area for
federal transportation funding for federal aid eligible roads.

Last year the City of Dubuque contributed $6,000 toward the 20% local match for our
planning funds. Dubuque County paid the other portion of the local match, $6,000. This
position has provided technical assistance to the City's Engineering Department. They have
developed an excellent relationship and have utilized the planner's and Director's expertise
for projects such as grant writing, ITS planning, RFP preparation, regional trail map
development, Envision Trail (Tri-State Trail Vision) committee oversight and plan
development, Envision Rail committee oversight, IA32 /SW Arterial technical committee,
and the traffic count program. This past year we implemented a Safe Routes to School
Program in the Dubuque area with several schools. We plan to continue this relationship
into FY'14 and therefore request the match funding again this year of $6,000. Staff are
assigned to a specific project based on expertise rather than have one dedicated staff.
Chandra Ravada remains the main point of contact for all projects and will assign them to
staff accordingly.
Staff is working with Transit and Parking staff to do grant reporting for State Of Good Repair
grant for Intermodal Facility. Staff is taking lead on passenger rail project coordination with
Federal Rail Authority (FRA), Iowa Department of Transportation (IADOT) and State
Historic Preservation Office (SHPO). Additionally, we took the lead in coordinating, writing,
and working with City staff and consultants in writing the State of Good Repair Grant which
was recently funded for $8,000,000 for the intermodal facility. We also wrote and submitted
the HUD Sustainability Planning Grant, Bus Livability Grant, TIGGER III and TIGER III
grants.
Staff have been very involved this past year in the IBM Smart City project specifically the
Smartphone application and the recruitment. We also prepared and submitted an ICAAP
grant for $2.3 million for the IBM Smart City project which pairs with route implementation.
Staff has been working with a consortium of local municipalities that includes the City of
Dubuque, Dubuque County, and six smaller communities to create a regional sustainability
plan for the county. The planning process is part of an $89,000 grant from the State of Iowa
to implement the State's Smart Planning legislation. The goal of the planning process is to
create a regional comprehensive plan that incorporates strong implementation strategies to
attract economic development, protect and preserve community resources, improve resiliency
to disasters, and encourage a strong community identity. Staff is working very closely with
City Planning ing staff in getting this project done.
Finally, this past year we began a 3 -D modeling project for economic development and
transportation. We have been working through a priority list provided to us from the GDCC
for specific buildings in the community that they want put into Google Earth in a 3 -D pop -up
model. We meet monthly on this project and have just begun seeing some progress on the
project list. This is a useful tool for economic developers and planners. We have partnered

with the GDDC and the City on this tivo year project and respectfully request for you to
continue the $5,000 match for FY2014 to complete the 3 -D modeling project for priority
buildings, land and roadways.
C. Transit Planning: ECIA, as the MPO, also receives funds from the Federal Transit
Administration to assist the Jule in improving quality of service and in meeting the federal
requirements of the FTA. This planning process qualifies the City for capital and operating
assistance. As the management entity for the RTA and the Jule, ECIA works closely with
City staff on transit activities.
D. Transit Services: In FY 2012, the Regional Transit Authority (RTA) under the management
of ECIA provided 17,901 rides to children for childcare, school and Head Start service and
56,713 rides to persons with disabilities within the city of Dubuque at an operating cost of
$553,412. The RTA was allocated more than $176,326 in federal and state transit assistance
to fund the service and to maintain the fleet of 15 light duty buses required. The majority of
these rides delivered under these contracts are rides that would otherwise be accommodated
on the City's ADA paratransit (Minibus) service. With the exception of Mount Saint Francis,
the RTA continues to provide contracted services to Area Residential Care and Sunnycrest
Manor.
ECIA is in its second year of managing the Jule transit system. In the first year we have been
able to replace the entire bus fleet; secure funding for all new buses to be fitted for ITS
equipment; secured a grant to repair some for immediate
on of a Mobility Coordinator; secured a
and the poor ventilation; secured a grant
State grant to implement a new shopping circulator route; and secured a grant for a canopy at
the ARC transfer center.
E. Employment and Training: ECIA administers the federal employment and training programs
for Dubuque and Delaware Counties. During the past year, we have also administered grant
programs that provided assistance to workers laid off from Eagle Window & Door and
Thermo Fisher Scientific. We have also provided employment assistance to workers laid off
from McGraw -Hill, workers affected by various other smaller layoffs, and a significant
number of low income youth and adults. Through the assistance of our staff, many of these
persons have been reemployed or have developed skills for a new career. In addition, CIA
staff was very involved in the administration of the Green I��dustrics Training Initiatives
Grant, providing planning expertise and case management and support services to many
students attending these "green" training courses. Finally, staff has also participated in
Project Hope and DubuqueWorks planning and meeting activities to develop short-term
certificate programs addressing current workforce needs.

F. Community Development: ECIA Community Development staff worked with the City of
Dubuque on the following projects over the past year.
1 Bee Branch Acquisition and Relocation Administration — ECIA staff was initially contracted
to provide staff support for the acquisition and relocation of 65 properties and property
owners and the tenants of rental properties for the Bee Branch Restoration Project. The
project was expanded in 2011 adding fourteen additional properties. Staff continued to work
with the City throughout 2012 at the request of the engineering department to provide staff
support for the acquisition and relocation of an additional 6 properties and property owners
and four tenants of rental properties for the Bee Branch Restoration Project. The remaining
tenant relocation should be completed this month.
2. Acquisition Rehab — ECIA staff provided support to the City of Dubuque Housing and
Community Development Department for the sale of one property that had been acquired for
the Bee Branch project, the house rehabbed and resold.
3. Hazard Mitigation Plan — ECIA staff secured funding and worked with City staff to update
the City of Dubuque Hazard Mitigation Plan in 2010. In 2011 staff worked with the County
Emergency Management Coordinator to pursue additional funding for a Dubuque
countywide multi jurisdictional Hazard Mitigation Plan that included the City of Dubuque's
approved plan and any updates. The countywide multi jurisdictional Hazard Mitigation Plan
was completed and submitted to FEMA for review and approval in fall 2012.
4. Single Family New Production Rounds 2, 3, and 4 — ECIA staff is working with developers
in the City of Dubuque to implement Round 2 and 3 of this funding in the City. The project
provides down payment assistance to 9 and 54 homebuyers respectively to acquire newly
constructed single family homes. All 63 homes are under contract with many of the homes
already completed and sold and owners moving in. We have just begun discussions on the
NP4 program with City staff looking at additional homeownership opportunities for Dubuque
residents.
5. Caradco Project — ECIA staff contracted with the City of Dubuque to assure Davis -Bacon
compliance for the CDBG - funded apartments in the Caradco Building. There. are 19
contractors on the project. The residential portion of the project will be completed in 2012.
6. 2011 Flood Buyouts — ECIA staff worked with the City to pursue federal funding for the
acquisition and demolition of properties on Old Mill and Manson Roads as a result of
excessive flooding in July 2011. An application to FEMA was prepared and submitted to the
Iowa Homeland Security and Emergency Management and FEMA. FEMA awarded funding
for the project in 2012 and work on this project is ongoing.

7. EDA (Economic Development Administration) project application — ECIA staff are working
with the City in an attempt to pursue an EDA FY2012 Disaster Relief Opportunity grant for
the work on a portion of the Bee Branch restoration project. The City received an initial
notice of a funding award in fall 2012.
ECIA staff continues to monitor state and federal programs in search of funding opportunities for the
City of Dubuque.
Financial Information: FY2012 and FY2013:
Enclosed with this letter is a copy of the FY2013 Work Program which contains our FY2012 and
FY2013 budgets (last two pages).
Funding Request: FY2014
In FY2014, our financial needs will increase slightly for annual ECIA membership dues. The ECIA
Council voted to continue its gradual increase in membership fees by .02 per capita per year for five
years or through FY' 16. Membership dues are $23,631.17for FY'14. The City's dues at .56 cents
per capita compute to $33,277. However, Dubuque County pays the balance of the City's dues. I
am assuming the County will continue in this practice. There has been no discussion that their
policy will change.
In summary, our funding request from the City for FY2013 is $23,631.17 in annual membership
dues plus $6,000 local match for the Transportation Planner position plus $5,649.95 toward the
collaborative marketing effort plus $5,000 toward the 3-D modeling project for a grand total
contribution of $40,281.12
