Water Department Manager Bob Green recommends City Council approval of the
plans, specifications, form of contract and estimated cost of $717,500 for the Bunker Hill
Pump Station Improvement Project.
The Bunker Hill Pumping Station Improvement Project consists of the construction of a
new pumping facility to replace the existing 140 year old station that has deteriorated
beyond repairs. This station provides control and booster pumps from pressure zone 1
to pressure zone 3 in the City distribution system. The project consists of various
components, the major items being: demolition of the existing pumping facility building,
the construction of a new 30'x40' block and brick building, with two 125 HP booster
pumps, 12" ductile iron pipe process piping, electrical, plumbing and mechanical
components, standby power and site work.

INTRODUCTION
The attached Resolution is to approve the plans, specifications, form of contract and
estimated cost for the Bunker Hill Pump Station Improvement Project.
DISCUSSION
The Bunker Hill Pumping Station Improvement Project consists of the construction of a
new pumping facility to replace the existing 140 year old station that has deteriorated
beyond repairs. This station provides control and booster pumps from pressure zone 1
to pressure zone 3 in the city distribution system. The project consists of various
components, the major items being: demolition of the existing pumping facility building,
the construction of a new 30'x40' block and brick building, with two 125 HP booster
pumps, 12" DIP process piping, electrical, plumbing and mechanical components,
standby power and site work (including PCC parking and driveway, site grading,
fencing, seeding and 480 LF of 12" DIP water main installation including valves and
hydrants).

HISTORY

These funds were originally allocated to support infrastructure improvements to the
city's water distribution system along Central Ave. as part of the new 9th Street Parking
Ramp Project and later as part of the Historic Millwork District Project. Over time, as
these projects were better defined and were constructed resulted in some of the
identified funds were not being utilized.
FY13 monies budgeted in this account were $631,861. To date, these monies have
supported a 12 inch water main extension along 5th Street to Ice Harbor Drive located
within the Port of Dubuque at an estimated cost of $191,126.40. These funds will also
support the proposed 8 inch water main extension along Elm Street from 9th to 11th
Street (Intermodal Parking Ramp Project) at an estimated cost of $98,000.00.
At this time, there is an estimated fund balance in this account in the amount of
$390,734.40. In review of this CIP and its proposed future activities, there will be a
surplus fund balance in the estimated amount of $292,734.40. $92,198.50 of the
surplus fund has been allocated to the Asbury Tank Reconditioning Project, leaving
$200,535.90 available. We are requesting that part of this surplus be approved to
support the projected increase cost to the Bunker Hill Pump Station Improvement
Project. The total cost increase will be determined when the proposals are received.
ACTION TO BE TAKEN
The City Council is requested to approve the plans, specifications, form of contract and
estimated cost for the Improvement Project through the adoption of the attached
Resolution.
