SUBJECT: Former Water Department and Stealth Racing Building Demolition and
Site Clearance Project
City Engineer Gus Psihoyos is recommending acceptance of the contract for the Former
Water Department and Stealth Racing Buildings Demolition and Site Clearance Project,
as completed by Newt Marine Services in the final contract amount of $38,911.11. The
contractor also performed asbestos removal under separate arrangements.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Building Demolition and Site Clearance Project
INTRODUCTION
The enclosed resolutions provide for the acceptance of the contract for the Former
Water Department and Stealth Racing Buildings Demolition and Site Clearance Project.
BACKGROUND
With the completion of the Gateways project and to cleanup the 5th Street entry corridor
into the Port of Dubuque, the City has raised all existing building structures and cleared
the sites of the former Water Department and Stealth Racing properties.
The Former Water Department and Stealth Racing - Building Demolition and Site
Clearance Project provided for the complete demolition of the existing structures, which
includes the excavation of building foundations and the removal, cleanup and disposal
of all building materials from the former Water Department and Stealth Racing building
sites. The project also included the disconnection and abandonment of City and public
utilities to the site.
To comply with DNR and Federal regulations and reduce the potential liability of the
City, the contractor was required to dispose of all solid waste demolition materials at the
Dubuque Solid Waste Landfill. The City incurred all landfill solid waste disposal costs
associated with the project.
The contractor was responsible for providing an offsite disposal area and transporting
all solid fill, salvageable or scrap materials to the offsite disposal location. The City did
not incur any landfill disposal charges for solid fill, salvageable or scrap materials.
DISCUSSION
The Former Water Department and Stealth Racing Buildings Demolition and Site
Clearance Project was completed by Newt Marine Service of Dubuque, Iowa, in the final
contract amount of $38,911.11.
Services performed under a separate contract to complete environmental remediation
work included asbestos abatement at both the former Water Department and Stealth
Racing buildings.

RESOLUTION NO. 273-06
ACCEPTING THE FORMER WATER DEPARTMENT AND STEALTH RACING
BUILDING DEMOLITION AND SITE CLEARANCE PROJECT
Whereas, the contract for the Former Water Department and Stealth Racing
Building Demolition and Site Clearance Project (the Project) has been completed and
the City Manager has examined the work and filed a certificate stating that the Project
has been completed according to the terms of the contract, plans and specifications and
that the City Manager recommends that the Project be accepted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Manager is approved and the Project
is hereby accepted.
Section 2. The City Treasurer is hereby directed to pay to the contractor from the
Water Department Garage Facility Demolition Capital Improvement Project (CIP
7401401); the Port of Dubuque Property Acquisition Capital Improvement Project (CIP
7001043) and savings from the Municipal Services Center Project for the contract
amount of $38,911.11 less any retained percentage provided for therein as provided in
Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.

RESOLUTION NO. 274-06
FINAL ESTIMATE
Whereas, the construction contract for the Former Water Department and
Stealth Racing Building Demolition and Site Clearance Project, has been
completed and the City Engineer has submitted his final estimate showing the
cost thereof including the cost of estimates, notices and inspection and all
miscellaneous costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to
be $55,678.53 and the said amount shall be paid from the Water Department
Garage Facility Demolition Capital Improvement Project (CIP 7401401); the Port
of Dubuque Property Acquisition Capital Improvement Project (CIP 7001043) and
savings from the Municipal Services Center Project of the City of Dubuque, Iowa.
