Van Milligen, City Manager SUBJECT: Purchase of Property at 1703 Elm Street Housing and Community Development Department Director David Harris recommends City Council approval to purchase a residential dwelling for $54,000 located at 1703 Elm Street, owned by Gary Carner. This property is one of four properties that will be used for a parking lot next to the new Community Health Center. Background The Washington Court Apartments project - in the former Dubuque Casket Factory - is now under construction. It will provide 35 affordable apartments and is scheduled for occupancy this fall. As part of this project, the first floor will become the location for the new Community Health Center, as well as for offices for Project Concern. Given this concentration of uses and associated demand for off-street parking, City staff have contacted owners of adjacent properties to determine the feasibility of acquisition for additional parking spaces. Discussion Four residential properties abut the Casket Company property, in the 1700 block of Elm Street. All of these owners have indicated an interest in selling; appraisals have been commissioned for each one. The first property, a vacant single-family house owned by Gary Carner, has appraised at $54 000 and the owner has agreed to sell at that price. Funds for these purchases have been identified from savings from the America's River Project for the Grand River Center. Action Step The action requested of the City Council is to approve the attached resolution, authorizing purchase of property located at 1703 Elm Street in the City of Dubuque, Iowa. / RESOLUTION NO. 278 -06 A RESOLUTION APPROVING THE ACQUISITION OF REAL ESTATE LOCATED AT 1703 ELM STREET, IN THE CITY OF DUBUQUE WHEREAS, the City of Dubuque intends to acquire certain properties to provide for additional parking for the Community Health Center Project; and WHEREAS, a purchase agreement has been finalized with the owner of the first property scheduled for acquisition. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City of Dubuque hereby approves the acquisition of the following legally described property: The South % of Lot 157 of East Dubuque Addition in the City of Dubuque, Iowa according to the recorded Plat thereof in Dubuque County, Iowa At the cost of Fifty-four thousand dollars ($54 000). Section 2. That the City of Dubuque be and is hereby authorized to accept a Quit Claim deed from the owner, conveying the owner's interest to the City of Dubuque, Iowa for the herein described real estate. Section 3. That the City Clerk be and she is hereby authorized and directed to cause said Quit Claim Deed to be recorded in the office of the Dubuque County Recorder, together with certified copy of the Resolution. Section 4. That the City Clerk be and she is hereby directed to forward a copy of this Resolution to the Dubuque County Assessor and the Dubuque County Auditor.
