SUBJECT: PEG Access Capital Grant ExpenditurelDubuque Schools Request
The Cable TV Community Teleprogramming Commission is recommending approval of
a $7,000 grant for the Dubuque Community School District from the Capital Grant for
Access Equipment and Facilities Fund for a Steadicam Flyer 24SE camera stabilization
mount.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

PEG Access Capital Grant Expenditure/Dubuque Schools Request
INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Community Teleprogramming Commission to approve a request from the City for
funding from the Capital Grant for Access Equipment and Facilities.
BACKGROUND
The cable franchise agreement that went into effect in June 2005 established a Capital
Grant for Access Equipment and Facilities with an initial balance of $176,400.00.
Subsequent quarterly adjustments and interest have added $16,182.25 to the fund. On
June 20, 2006, the annual grant for FY 2007, $178,114.00, was received. On the
immediate horizon are an interest payment on June 30, 2006, and the 4th Quarter
adjustment to be received by July 20, 2006. Currently there is a balance of
$196,097.22.
At the June 26, 2006, Commission meeting Gary Olsen submitted a request for
$7,000.00 for the Dubuque Community Schools for a Steadicam Flyer 24SE camera
stabilization mount. Steadicam has long been the industry standard in camera
stabilization. The camera operator wears a harness, and an elaborate mechanism of
springs and counterbalances allows the camera to virtually float as the operator moves
about, resulting in ultra-smooth video. Since much of Gary's work utilizes handheld
cameras, the addition of a Steadicam mount will result in a noticeable improvement in
his productions.
RECOMMENDED ACTION
I respectfully request that the Commissions' recommendation of the $7,000.00 grant be
forwarded to the City Council to receive, file, and approve. Thank you.
