City Engineer Gus Psihoyos is recommending award of a service contract to Selco, Inc.
in the amount of $54,458.35 for the 2006 Pavement Marking Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of a service contract for the 2006
Paving Marking Project.
BACKGROUND
Part 1 of the 2006 Pavement Marking service contract includes 99.8 miles of
longitudinal pavement markings (yellow and white painting) for the City street
system. Part 2 of the contract includes 34,000 lineal feet of transverse markings
(crosswalks, stop lines, and island cross-hatching) and over 750 symbols and
legends.
DISCUSSION
Sealed bids were received on May 5, 2006. Selco, Inc., of Dubuque, Iowa,
submitted the only bid of $54,458.35, which was 3.06% over the engineer's
estimate of $52,789.21.
RECOMMENDATION
I recommend that the 2006 Pavement Marking Project service contract be
awarded to Selco, Inc. in the amount of $54,458.35.
BUDGET IMPACT
The project will be funded from the Fiscal Year 2007 Public Works Miscellaneous
Services budget in the amount of $50,791. In addition, a Fiscal Year 2006
carryover of $3,344 will utilized for the painting portion of the project. The
shortfall will be made up from surpluses from the Public Works operations
budget.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolutions awarding the
2006 Paving Marking Project to Selco, Inc. in the amount of $54,458.35.

RESOLUTION NO. 283-06
AWARDING CONSTRUCTION CONTRACT FOR THE 2006 PAVEMENT
MARKING PROJECT
Whereas, sealed proposals have been submitted by contractors for the
2006 Pavement Marking Project and notice to bidders published in a newspaper
published in the City of Dubuque, Iowa on the 28th day of April, 2006.
Whereas, said sealed proposals were opened and read on the 5th day of
May, 2006, and it has been determined that the bid of Selco, Inc. of Dubuque,
Iowa, in the amount of $54,458.35 was the lowest bid for the furnishings of all
labor and materials and performing the work as provided for in the plans and
specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the contract for the above improvement be awarded to
Selco, Inc. and the Manager be and is hereby directed to execute a contract on
behalf of the City of Dubuque for the complete performance of the work.
Section 2. That upon the signing of said contract and the approval of the
contractor's bond, the City Treasurer is authorized and instructed to return the
bid deposits of the unsuccessful bidders.

RESOLUTION NO. 284-06
APPROVING CONSTRUCTION CONTRACT WITH SELCO, INC. FOR THE
2006 PAVEMENT MARKING PROJECT
Whereas, the City Council by Resolution No. 283-06 awarded the
construction contract for the 2006 Pavement Marking Project to Selco, Inc.; and
Whereas, Selco, Inc. has submitted the attached executed contract and
bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. The contract and bond attached hereto are hereby
approved.
Section 2. The City Manager is hereby authorized and directed to
execute the contract on behalf of the City of Dubuque.
