SUBJECT: Para Transit Rate Increases
After holding a public hearing, the Transit Board is recommending a Para Transit fare
increase from $1.00 to $2.00 for non-ADA eligible users (age 65 and older) and a fee of
$9.00 for no-shows.
The current City policy is to allow all Dubuque residents over age 65 to ride mini buses
as ADA eligible even though this is not required by a federal law. To help offset the cost
of providing this service, the 2006-07 budget included an increase in the fee from $1.00
to $2.00 for riders who currently qualify for service due to age (65 and older), but who
do not qualify by Federal ADA standards. This increase is anticipated to generate an
additional $16,000 per year. The 2007 budget also included the cost of the ride "not
taken."
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Para Transit Rate Increases
INTRODUCTION
This memorandum presents for the City Council consideration a resolution increasing
service fees for certain Para transit services. This resolution would implement
recommendations included in the 2006-07 Budget adopted by the City Council.
BACKGROUND
The current City policy is to allow all Dubuque residents over age 65 to ride mini buses
as ADA eligible even though this is not required by a federal law. To help offset the cost
of providing this service, the 2006-07 budget included an increase in the fee from $1.00
to $2.00 for riders who currently qualify for service due to age (65 and older), but who
do not qualify by Federal ADA standards. This increase is anticipated to generate an
additional $16,000 per year. The 2007 budget also included the development of a No-
Show and late cancellation policy with a charge of $9.00 for the cost of the ride "not
taken". The intent of this change is to discourage the current abuse of the mini-bus
system. The Transit Board has also approved a policy that would temporarily suspend
service for persons who continue to abuse the late cancellation or "no-show" policy. For
instance, a rider who has three "no-shows" in 90 days will be suspended from this
service for 30 days.
DISCUSSION
On May 11, 2006 following a public hearing the Transit Board unanimously approved a
motion to recommend to the City Council the fare increase of $1.00 to $2.00 for non-
ADA eligible users (age 65 and over) and a fee of $9.00 for No-Shows (see attached
minutes).
RECOMMENDA TIONI ACTION STEP
I recommend that the City Council set a public hearing on the proposed fee increases
for mini-bus service.

A RESOLUTION FIXING RATES FOR CERTAIN PARATRANSIT SERVICES
Whereas, the City of Dubuque provides Paratransit services for disabled and
elderly persons, and
Whereas, the cost to provide said services continue to increase rapidly, and
Whereas, the City of Dubuque desires to continue to provide Paratransit services
for persons age 65 and older who do not qualify for such services by federal ADA
standards, and
Whereas, the City of Dubuque desires to reduce the number of late cancellations
and /or no shows for Paratransit service.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA;
Paratransit rates are as follows:
Per Trip Cost
ADA Qualified Rider
Rider who is 65 but not ADA Qualified
Rider who cancels late (less than 1 hr. prior to scheduled ride)
Rider who does not show for scheduled ride
Effective the 31st day of July, 2006.

Re: Assessment of Paratransit fines
Members of the City Council and Honorable Mayor Buol,
I apologize for my absence this evening but I had another commitment.
I'm not convinced that fines are the solution to a problem that has been years in the
making. Since I haven't seen the numbers, I can't speak to the extent that "no shows"
impact service and revenue. I have no idea who the "no shows" might be.
I can speak for (at the very least) an equal number who rarely miss an appointment and
are usually waiting at the door ahead of time. I can speak for those who rarely make a
mistake on their calendar, rarely forget to cancel a ride when they're sick, and will
always hurry (wise or not) rather than miss the bus. I don't believe it is the Councils
intention to create additional stress for conscientious and vulnerable riders.
If you determine that fines are the solution, they only make sense when applied to those
who habitually abuse the system. That would involve record keeping but the dispatchers
are always informed when a person misses their appointment. Record keeping should be
a simple process.
