Building Services Manager Rich Russell recommends award of the contract to the only bidder, Dubuque Sign Company, in the amount of $44,500, which is 11 % under the estimate. Van Milligen, City Manager FROM: Rich Russell, Building Services Manager SUBJECT: Grand River Center-Fountain Sign Rehabilitation Project INTRODUCTION The enclosed resolution provides for the award of the construction contract for the Grand River Center-Fountain Sign Project. BACKGROUND The existing sign was designed as part of the Grand River Center-Bid Package 3 Project. The sign design included wedge base lamp boards. These systems create a significant amount of heat. In the current design, openings with electric fans were provided in the sign's exterior to allow cooler air to enter the interior of the sign. The fountain operation near the sign includes a "misting" feature. The fans pulled the mist into the interior of the sign through the openings for the cooler air. The moisture eventually corroded some components of the wedge base technology. Over time, an increasing amount of the reader boards do not work properly. This project will include the removal of the wedge base technology and replace it with LED (light emitting diode) technology. The LED technology does not require the cooling fans. Other benefits of the LED system are a system that provides an energy savings of about 85% over the current sign and a system that has an average life of 100,000 hours versus 20,000 hours for a wedge base system Bird Sign of Dubuque assisted in the development of the bid specifications. BID RESULTS Sealed bids were received for the Grand River Center Fountain Sign Rehabilitation Project on June 22, 2006. Dubuque Sign Company of Dubuque, Iowa submitted the only bid. They did provide three options. The options included different sized LED displays including lengths of approximately 14, 17.5 and 20 feet. The 14 foot option also includes a change in the location of the permanent Grand River Center portion of the sign from the top to the street end of the fountain. The following is a summary of the options received from Dubuque Sign Company: Option 1-14' Length Option 2-17' Length Option 3-20' Length $47,200* $44,500* $51,245* * A $2000 deduct will be applied if the existing communication cable can be reused. DISCUSSION Upon reviewing the bid proposals received with Mitzi Yordy of the Grand River Center, staff is recommending selecting Option 2 from Dubuque Sign Company be approved at this time. The total bid would be $44,500. RECOMMENDATION I recommend that the contract for the Grand River Center Fountain Sign Rehabilitation Project be awarded to Dubuque Sign Company in the amount of $44,500. The bid is 11 % under the estimate. BUDGET IMPACT The construction cost estimate for the sign is as follows: Original Estimate Option 2 10% Contingency Total: Estimate $50,000 $44,500 $ 4,450 $48,950 The funding source for this project will be from the Grand River Center Maintenance CIP. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Schneider, City Clerk RESOLUTION NO. 306 -06 AWARDING CONSTRUCTION CONTRACT FOR THE GRAND RIVER CENTER FOUNTAIN SIGN REHABILITATION PROJECT Whereas, sealed proposals have been submitted by contractors for the Grand River Center Fountain Rehabilitation Project pursuant to Resolution No. 227-06 and notice to bidders published in a newspaper published in the City of Dubuque, Iowa on the 9th day of June, 2006. Whereas, said sealed proposals were opened and read on the 22nd day of June, 2006, and it has been determined that the bid of Dubuque Sign Company of Dubuque, Iowa, in the amount of $44,500.00 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Dubuque Sign Company and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: 1. The contract and bond attached hereto are hereby approved. 2.
