City Engineer Gus Psihoyos is recommending the acceptance of the construction
contract for the University Avenue Reconstruction Project from Delhi to Alta Vista and
the University Avenue Patching Project from Alta Vista to Spruce Street, as completed
by Horsfield Construction, in the final contract amount of $1,340,603.50, which is 33%
($332,607.15) over the original contract amount.
The reason for the increase in contract cost resulted from an under estimate of plan
quantity items which resulted in an increase of approximately $38,000. There were 31
change orders on the project that accounted for an additional cost of $295,000. These
change orders varied from the original project scope and included such items as:
additional excavation required to remove unsuitable subsurface base material and the
placement of stabilization stone (approximately $102,000); an item for granular subbase
was added (approximately $33,000) for the construction of curb ramps, driveways and
sidewalks that was not included as a plan quantity item; rock excavation that was
required for the installation of both watermain and sanitary sewer (approximately
$15,000).
Additional expenses were incurred during excavation operations when purington brick
pavers were discovered under the existing asphalt pavement. It has been the policy of
the City to reclaim such historic brick pavers when encountered in good salvageable "
condition. The additional costs to remove and salvage the purington brick pavers were
approximately $73,000.

INTRODUCTION
TO:
SUBJECT:
The enclosed resolutions provide for the acceptance of the construction contract for the
University Avenue Reconstruction Project from Delhi to Alta Vista and the University
Avenue Patching Project from Alta Vista to Spruce Street.
BACKGROUND
The University Avenue Reconstruction Project from Delhi to Alta Vista provided for the
reconstruction of underground utilities, roadway sub-base, the construction of a new 41
feet wide concrete roadway and the reconstruction of the existing pedestrian sidewalks
along both sides of University Avenue from Delhi to Alta Vista.
This section of the project also incorporated upgrades to the existing sanitary sewer
system which included: the complete reconstruction of approximately 1,463 lineal feet
of new 8-inch mainline sewer; the reconstruction of seven (7) deteriorated brick
manholes; and the replacement of thirty-eight (38) private sanitary sewer laterals. The
cost for the individual sanitary sewer laterals replacements is assessed to each
respective private property owner.
Improvements to the existing watermain included: the complete reconstruction of
approximately 376 lineal feet of new watermain; the reconstruction of mainline valves
and four (4) fire hydrants; and the replacement of twenty-one (21) lead residential water
services. The cost for the individual lead residential water service replacements is
assessed to each respective private property owner.
The project also provides for the reconstruction of approximately 428 lineal feet of new
storm sewer and seven (7) catch basins to improve the storm water conveyance in the
area and the installation of 1510 lineal feet of fiber optics and telecommunications
conduit infrastructure.
The University Avenue Patching Project from Alta Vista to Spruce Street provided for
the reconstruction of the middle 30 feet wide section with new concrete pavement. The
balance of the pavement is in good serviceable condition and was not reconstructed
since it is in the parking lane, and only required minimal section repairs.
This section of the project also incorporated upgrades to the existing sanitary sewer
system which included: the complete reconstruction of approximately 508 lineal feet of
new 8-inch mainline sewer and the reconstruction of six (6) deteriorated brick manholes.
Improvements to the existing watermain included: the complete reconstruction of
approximately 1,877 lineal feet of new watermain; the reconstruction of mainline valves
and one (1) fire hydrant; and the replacement of twenty (20) lead residential water
services. The cost for the individual lead residential water service replacements is
assessed to each respective private property owner. The replacement of the lead water
service lines is the only assessable cost for this section of this project from Alta Vista to
Spruce Street.
The project also provides for the reconstruction of approximately 387 lineal feet of new
storm sewer and six (6) catch basins to improve the storm water conveyance in the area
and the installation of 1622 lineal feet of fiber optics and telecommunications conduit
infrastructure.
DISCUSSION
The University Avenue Reconstruction Project from Delhi to Alta Vista and the
University Avenue Patching Project from Alta Vista to Spruce Street has been
completed by Horsfield Construction Co. of Epworth, Iowa, in the final contract amount
of $1,340,603.50, which is a 33.0% increase from the original contract in the amount of
$1,007,996.35.
The reason for the increase in contract cost resulted from an under estimate of plan
quantity items which resulted in an increase of approximately $38,000. There were 31

archive records, the brick pavers were originally installed on University Avenue in the
year 1915. It has been the policy of the City to reclaim such historic brick pavers when
encountered in good salvageable condition. As a result of this prior precedence, the
contractor was directed to reclaim the brick pavers by; first - carefully separating and
disposing the asphalt pavement while preserving the brick pavers; secondly - removing
the brick pavers, cleaning and palletizing the pavers for handling; third - the palletized
brick pavers were then transported to the City owned landfill property for storage. The
additional costs to remove and salvage the purington brick pavers were approximately
$73,000.
RECOMMENDATION
I recommend that the City Council accept the improvements, establish the final contract
at $1,340,603.50, and adopt the preliminary schedule of final assessments.

The University Avenue Reconstruction Project from Delhi to Alta Vista and the
University Avenue Patching Project from Alta Vista to Spruce Street will be funded
through the annual capital improvement project appropriation of City funds as noted
above in the amount of $470,935.40 and DMATS Federal Aid Surface Transportation
Program (STP) funds in the amount of $845,266. The project, as outlined, will require
Special Assessments in the amount of $133,946.53 and expenditure from the Annual
Street Construction Program (Funded through Local Option Sales Tax) in the amount of
$11,962.65.
SPECIAL ASSESSMENTS
Based upon final construction costs, the total amount of Special Assessments for all
associated improvement (including street pavement and water services laterals) is in
the amount of $133,946.53, which is 49.6% ($131,768.15) below the preliminary special
assessments estimates that were presented to the property owners and approved at the
project public hearing. The reason for the reduction in the total amount of special
assessment was a result of the overall project cost was 10% lower than originally
estimated; the Construction Engineering & Inspection service charges were 42% lower
than originally estimated and the unit price to replace the lead water services and
sanitary laterals was lower than originally estimated. Additional savings to property
owners resulted from an arterial street classification credit versus the collector street
classification which was incorrectly incorporated into the preliminary special assessment
estimates.
FINANCIAL ASSISTANCE
Property owners subject to street improvement, water service and sanitary lateral
assessments may be eligible for the City's low and moderate income special
assessments assistance program, ranging from 20% to 100% of the assessments for
the owner-occupied residential property depending on family size and income level.
To allow sufficient administrative time to process financial assistance payments for low-
to moderate-income families, the adoption of the schedule of final assessments will be
delayed approximately 45 days. In its place is a resolution adopting a preliminary
schedule of final assessments. Property owners may use this period to apply for
financial assistance that may reduce the amount of the assessment payable by the
property owner.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolutions accepting the
improvement, establishing the final contract amount, and approving the Preliminary
Schedule of Final Assessments for the University Avenue Reconstruction Project from
Delhi to Alta Vista and the University Avenue Patching Project from Alta Vista to Spruce
Street.

FROM DELHI TO ALTA VISTA AND THE UNIVERSITY AVENUE PATCHING
PROJECT FROM ALTA VISTA TO SPRUCE STREET
Whereas, the contract for the University Avenue Reconstruction Project from
Delhi to Alta Vista and the University Avenue Patching Project from Alta Vista to Spruce
Street (the Project) has been completed and the City Manager has examined the work
and filed a certificate stating that the Project has been completed according to the terms
of the contract, plans and specifications and that the City Manager recommends that the
Project be accepted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Manager is approved and the Project
is hereby accepted.
Section 2. The City Treasurer is hereby directed to pay to the contractor from the
Water Main Replacement Fund ($156,950.95); the Street Program Related Sanitary Sewer
Improvements fund ($132,910.60); the Storm Sewer Improvement Fund ($60,852.49);
the Fiber Optic Conduit - Paving Projects fund ($57,509.79); the Signalization Program
fund ($62,711.58); the Annual Street Construction Program (Funded through Local
Option Sales Tax) in the amount of $11,962.65 and an expenditure from DMATS
Federal Aid Surface Transportation Program (STP) funds in the amount of $845,266, for
the contract amount less any retained percentage provided for therein as provided in
Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.

Vista to Spruce Street has been completed and the City Engineer has submitted his
final estimate showing the cost thereof including the cost of estimates, notices and
inspection and all miscellaneous costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to be
$1,462,110.58 and the said amount shall be paid from the allocations from the Water
Main Replacement Fund ($156,950.95); the Street Program Related Sanitary Sewer
Improvements fund ($132,910.60); the Storm Sewer Improvement Fund ($60,852.49);
the Fiber Optic Conduit - Paving Projects fund ($57,509.79); the Signalization Program
fund ($62,711.58); the Annual Street Construction Program (Funded through Local

NOTICE OF FILING OF THE FINAL SCHEDULE OF
ASSESSMENTS AGAINST BENEFITED PROPERTIES FOR THE
UNIVERSITY AVENUE RECONSTRUCTION PROJECT FROM DELHI TO ALTA VISTA
AND THE UNIVERSITY AVENUE PATCHING PROJECT FROM ALTA VISTA TO SPRUCE
STREET WITHIN THE CITY OF DUBUQUE, IOWA
TO THE PERSONS OWNING LAND LOCATED WITHIN THE DISTRICT DESCRIBED AS
THE UNIVERSITY AVENUE RECONSTRUCTION PROJECT FROM DELHI TO AL TA VISTA
AND THE UNIVERSITY AVENUE PATCHING PROJECT FROM ALTA VISTA TO SPRUCE
STREET WITHIN THE CITY OF DUBUQUE, IOWA:
The improvement type(s) and the location(s) is (are) as follows:
University Avenue Reconstruction Project from Delhi to Alta Vista
and the University Avenue Patching Project from Alta Vista to Spruce Street
Consisting of the properties which are described as follows:
All property included with the areas described so as to include one-half of the privately
owned property between each such street to be improved and the next street, whether
such privately owned property situated more than 300 feet from the street to be
improved be assessed.
You are hereby notified that the final schedule of assessments against benefited
properties within the District described as the University Avenue Reconstruction Project from
Delhi to Alta Vista and the University Avenue Patching Project from Alta Vista to Spruce
Street has been adopted and assessments confirmed and levied by the City Council of
Dubuque, Iowa, and that said schedule of assessments has been certified to the County
Treasurer of Dubuque County, Iowa.
YOU ARE FURTHER NOTIFIED THAT ASSESSMENTS MAY BE PAID IN FULL OR
IN PART WITHOUT INTEREST AT THE OFFICE OF THE CITY TREASURER, 50 W. 13TH
STREET, DUBUQUE, IOWA, 52001 AT ANY TIME WITHIN 30 DAYS AFTER THE DATE
OF THIS LETTER.
After 30 days, unpaid special assessments of $100.00 or more are payable in 10
annual installments and will draw annual interest at nine percent (9%) computed to the
December 1st next following the due dates of the respective installments as provided in
Section 384.65 of the Code of Iowa. Each installment will be delinquent from October 1
following its due date on July 1st of each year. Property owners may elect to pay any annual
installment semiannually in advance.
All properties located within the boundaries of the University Avenue Reconstruction
Project from Delhi to Alta Vista and the University Avenue Patching Project from Alta Vista to
Spruce Street above described have been assessed for the cost of the making of said
improvements, the amount of each assessment and the amount of any conditional deficiency
assessment having been set out in the schedule of assessments accompanying the same,
which are now on file in the office of the County Treasurer of Dubuque County, Iowa. For
further information you are referred to said schedule of assessments.
This Notice given by direction of the City Council of the City of Dubuque, Iowa, as
provided in Section 384.60 of the Code of Iowa.
