2 19 13 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION Council met in special session at 6:30 p.m. on February 19, 2013 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Sutton; City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of discussing various Fiscal Year 2014 departmental budgets. FISCAL YEAR 2014 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2014 City departmental budgets were presented by staff from the following departments:  Water Department – Bob Green, Water Plant Manager  Water & Resource Recovery Center – Jonathan Brown, W&RRC Manager  Public Works – Don Vogt, Public Works Director  Transit Division – Barbara Morck, Transit Operations Manager (ECIA) City Manager Van Milligen provided information amending the Water Department and Transit Division budgets. City Council had discussion with department managers following each presentation. The City Council had discussion following each presentation. Following the Public Works presentation, Paula Martens, 210 Dillon St. Jim Brown, and Danielle and Galin Abbotts, 244 Dillon St. addressed the City Council regarding the long-standing poor condition of the alley that runs behind their properties between State Street and the lack of a city alley maintenance program as well as issues with garage access. The City Manager and Mr. Vogt provided historical and current information on alley maintenance and street maintenance program stating that the steep grade of this alley poses special maintenance issues and is not eligible for or suited to permeable pavers adding that a complete reconstruction would be 100 percent assessable to property owners. Following the Transit Division Budget, Bus Driver Doug Brehm questioned why the City was not using the current Civil Service Commission certified list for hiring the proposed full-time bus drivers. Mr. Van Milligen explained that the positions are proposed to be filled June 1, 2013 at the earliest, the current list will expire and a new Civil Service exam will be given.
