2 21 13 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION Council met in special session at 6:30 p.m. on February 21, 2013 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Sutton; City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a public hearing on the Fiscal Year 2014 Community Development Block Grant (CDBG) Annual Action Plan and discussing various Fiscal Year 2014 Departmental Budgets. PUBLIC HEARING Upon motion the rules were suspended allowing anyone present to address the City Council. CommunityDevelopment Block Grant (CDBG) FY 14 Annual Action Plan: Motion by Lynch to receive and file. Seconded by Braig. Community Development Specialist Aggie Tauke presented information on the FY14 Annual Action Plan. Motion carried 7-0. Upon motion the rules were suspended limiting discussion to the City Council. FISCAL YEAR 2014 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2014 City departmental budgets were presented by staff from the following departments:  Housing & Community Development: Alvin Nash, Housing & Community Development Director.  Economic Development: Dave Heiar, Economic Development Director  Parking Division: Tim Horsfield, Parking System Supervisor  Engineering Division: Gus Psihoyos, City Engineer; City Council had discussion with departments following each presentation. There was a consensus among Council that the City Manager explore funding options for the Economib Development Department’s Improvement Package 2 of 2, Full-Time Economic Development Coordinator. Mr. Van Milligen and Mr. Horsfield provided preliminary information how the responsibility of expenses and revenues will be determined for the Intermodal Transportation Facility in the Historic Millwork District. Michael Loebock of the Tri-State Trails Vision spoke in support of bike lanes, pavement markings and complete streets stating that he believed these improvements provided safe roadway distinctions for both bicyclists and drivers. John O’Connor, 1070 Arrowhead Dr. spoke on behalf of Gay Holdiman, 1094 Arrowhead, and thanked the City Council for addressing the storm sewer issue that he brought to Council in 2012 on Ms. Holdiman’s behalf.
