Economic Development Director David Heiar is recommending City Council approval to
contract for administrative services associated with the intermodal facility for an amount
not to exceed $67,500 for calendar years 2013 and 2014 with East Central
Intergovernmental Association (ECIA).
I concur with the recommendation and respectfully request Mayor and City Council
approval.

PURPOSE
The purpose of this memo is to seek City Council approval to contact with ECIA for
administrative services associated with the intermodal facility.
BACKGROUND
ECIA staff have been actively involved with City of Dubuque staff in the planning,
feasibility study and preliminary engineering of the intermodal facility. ECIA was also
been involved in the grant writing activities which secured $8 million of FTA funding for
the facility.
DISCUSSION
The Intermodal facility will be designed to serve as a hub for numerous modes of
transportation including intercity bus, the Jule, other private and public transit services,
automobiles, taxies, bikes and pedestrians.
City Staff is requesting to contract with ECIA because they have developed a long term
working relationship with the Staff at the FTA. In particular, Chandra Ravada has nine
years' experience in working with Region 7 FTA staff. Chandra understands FTA
procedures, policies and regulations and has an effective working relationship with the
Region 7 FTA staff.
FINANCIAL
ECIA has offered to provide these services for $3,750 per month over the balance of
this calendar year and next calendar year for a total amount not to exceed $67,500.
These expenses would be funded from the City's local match money that has been set
aside for the Intermodal project.
RECOMMENDATION /ACTION
It is my recommendation that the City Council approve the attached contract for
administrative services for an amount not to exceed $67,500 for calendar years 2013
and 2014 with ECIA and authorize the Mayor to sign on behalf of the City.
