The application, a resolution, maps, and other supporting documents are attached. Discussion The request is to voluntarily annex approximately of 167 acres of the public rights of way of Highway 61/151 from the Technology Park south to the Highway 61/151 interchange as shown on the attached maps. This annexation will facilitate extension of an urban renewal district along the highway to the Dubuque Regional Airport. This urban renewal extension in turn will facilitate the extension of City utilities to the new Airport terminal. Iowa Code allows a city to annex State highway rights of way subject to 14 days prior notification of the Iowa Department of Transportation and the Iowa Attorney General's Office. Notification of proposed annexations also must be provided to the Dubuque County Board of Supervisors at least 14 business days prior to City Council action. Recommendation To meet these notification requirements, the City Council is asked to set a public hearing for May 20, 2013 on the voluntary annexation request Highway 61/151 South.
