BACKGROUND In February 2011, Every Child 1 Every Promise was approved $10,000 in funding for the local match on a First Years First Initiative grant to engage parents in early childhood learning and development. The First Years First Initiative will develop a Born Learning Campaign in conjunction with the Every Child 1 Every Promise Youth Master Plan; Disseminate Born Learning materials to parents and caregivers at community events, early learning workshops and strategic community locations for targeted populations; offer early learning workshops to provide Born Learning information directly to caregivers and parents; and develop a coordinated communication and sustainability plan for a quality early childhood education system, in partnership with The Children's Trust. Also in February 2011, Every Child 1 Every Promise was approved $10,000 in funding for the creation of a child care mapping and information system in collaboration with Project Concern, Empowerment and the Children's Trust. This collaboration would develop and implement a mapping system to allow for a coordinated approach to increasing access and quality in the Child Care system. The mapping system would be a web -based tool for parents, businesses, public officials and childcare providers to view all childcare programs in Dubuque and evaluate needs, access and quality. Once completed, the Childcare Mapping and Information system would be maintained and housed at Project Concern. In addition, $5,000 was approved in February 2011 to implement a grant process to support the implementation of the Leader in Me Program into the Dubuque elementary school in partnership with the Dubuque Community Schools, Holy Family Schools, the Dubuque Area Chamber of Commerce and the Covey Institute. This program integrates the "7 Habits of Highly Effective People" into elementary schools teaching lifelong skills while reducing behavioral problems and increasing academic performance. The training enhances both teacher and student performance. An update from Every Child 1 Every Promise on the status of the child care mapping and information system, Leader in Me Program and First Years First Initiative is attached. There is a balance of $100,000 remaining for Every Child 1 Every Promise which has accumulated since Fiscal Year 2010. DISCUSSION In the past year, Every Child 1 Every Promise has led the Dubuque Campaign for Grade -Level Reading. Working with dozens of community partners including schools, nonprofits, business, philanthropy and others, the Campaign has developed a three year plan to improve grade -level reading achievement with a focus on School Readiness, School Attendance and Summer Learning. This summer, the initiative will pilot an innovative new Summer Academy that will bring together students who are most in need with best - practices, research - based curriculum, certified teachers and enriched learning opportunities for seven weeks this summer. The purpose is to stop or even reverse summer learning loss for these students. The pilot is focused on 45 students from grades 1 -3 who are most in need. With this in mind, Every Child 1 Every Promise has submitted a request for $25,000 of the $100,000 of grant funds available to support the following needs of this pilot program: • $15,000 for Staffing / Evaluation to support staff costs for the program including (1) Site Director, (3) Certified Teachers, (3) Teacher Assistants. Funding for staff support will be matched by the Community Foundation; • $4,000 for Meals to support healthy breakfast and snacks for each student, each day for 7 weeks. Funding for meals will be matched by the Boys and Girls Club program that is providing lunch; • $1,000 for Transportation for transportation needs not included in existing bus routes; and • $5,000 for Afternoon Active Learning Opportunities including program costs, field trips, active learning opportunities and enriched learning opportunities, each day during the program. Investments from partners including the Dubuque Community School District and the Community Foundation of Greater Dubuque and others leverage an additional investment in the amount of approximately $38,500. The total amount of the program is $63,500. RECOMMENDATION I respectfully recommend the approval of the funding request of $25,000 to help implement the Summer Academy pilot program in support of the Every Child 1 Every Promise initiative. Sincerely, Eric Dregne Vice President Strategic Initiatives Community Foundation of Greater Dubuque Every ChildlEvery Promise Attachment A Dubuque Campaign for Grade -Level Reading: Summer Learning, Summer Academy A major factor that leads to academic achievement, including graduating from high school, is achieving reading proficiency by the end of 3`d grade. In fact, research tells us that when students fail to read proficiently by the end of 3rd grade, 74% of them won't graduate high school. Third grade represents the pivotal point where children move from 'learning to read' to 'reading to learn'. In Dubuque, local organizations and stakeholders are partnering to close the gaps separating low- income students from their peers; raise the bar for reading proficiency; and ensure all children an equal chance at success. Dubuque's Campaign for Grade -Level Reading has developed an action plan to improve grade level reading for 1st 2nd and 3rd Grade students and metrics to measure progress by 2015 in all three focus areas: School Readiness, Attendance & Summer Learning. This paper will focus on our Summer Learning efforts and in particular a pilot program called the Summer Academy. Summer is a critical time for students; evidence shows that students experience summer learning loss during the long summer months when they are not engaged in learning activities on a regular basis. The problem is even worse for students of low- income families who often do not have access or resources to attend learning based summer programs or have less access to books and reading opportunities. An innovative initiative in Dubuque has will pilot a program to change that. Summer Academy During the summer of 2013 a pilot program, called Summer Academy, will be launched by a group of dedicated organizations lead by St. Mark Community Center and supported by the Community Foundation. The predicted result of the Summer Academy program is the prevention of summer learning loss. The model being employed will have the potential for replication across the Dubuque and in other communities. Summer Academy deploys summer learning best practices and utilizes certified teachers, teaching assistants, and AmeriCorps VISTAS to support a research -based curriculum called Energy Express. For the summer of 2013, the Summer Academy will be available to 45 students in Dubuque's Title I schools, whose reading scores are at or below proficiency. The Summer Academy will assist them with maintaining or increasing their reading proficiency during the 2013 summer break. This will create a baseline for summer learning data in the community in grade level reading, and future summer learning programs. This pilot program will establish a best - practice model for the future growth of this program. What are the program benefits? The Summer Academy will support a more coordinated approach between summer program providers, schools and funders. By aligning the organizations around the common goal of building learning opportunities in to summer programs, we move from "keeping kids busy" in the summer to ensuring they continue to learn and have new experiences in our rich array of summer programs. Providers and schools working with the Campaign are strengthening relationships and networks while learning and sharing best practices and new ways to approach summer programming in a coordinated way. Schools, teachers, and parents are learning how summer can help make the school year more productive when there is less need for review after the long summer break. Eventually, businesses will benefit by having a trained and ready workforce, as well as workers today who are more productive because they know their children are in a high quality summer program. The program will be evaluated and we will scale our efforts to impact more children in the years following our initial success. Community Partners To address issues in the area of Summer Learning, an innovative group of community partners are using a collective impact model and building a best - practice model for summer programming, named Summer Academy. Together the group is learning how to integrate learning opportunities into existing summer programming and developing an intensive and separate summer learning program for students most in need. Summer Academy Task Force: St. Mark Community Center (lead organization) Dubuque Community School District (host site) Community Foundation of Greater Dubuque Every Child /Every Promise City of Dubuque Leisure Services Iowa State University Extension and Outreach Loras College Boys and Girls Club In addition to the task force members the Summer Academy is supported by dozens of summer program providers who will provide enrichment activities for students. This program will bring together key community partners to increase the capacity and quality of afternoon activities. The partners will link the learning goals from the morning curriculum to interactive activities they will present in the afternoon. These providers will also learn best practices they can take back into their own summer programs to build in learning. When is the program? Summer Academy is scheduled to run for seven weeks, from June 17th, 2013 to August 2nd, 2013. The program is lead by St. Mark Community Center who will oversee the program, staff and students. The Dubuque Community School District provides will host the program at Audubon School. How is the program paid for? This pilot program is funded though a collaborative effort of both public and private sector funders. Our public funding has come through the use of Audubon School as the Summer Academy site. Summer Academy will be partially funded by a sliding fee registration fee for the families enrolled in the program. The grants included; 1. Outcome of First Years First Initiative grant which City funded $10,000 local match in FY11. 2. Child Care mapping and information system collaboration with Project Concern, Empowerment and the Children's trust which city funded $10,000 in FY11. 3. Leader in Me Program grant process which the City funded $5,000 in FY11. First Years First Initiative- ($10,000) Dubuque County Empowerment secured a grant to engage parents in early childhood learning and development thanks to the $10,000 match provided through a City -Every Child /Every Promise grant. Requested funds provided Dubuque County Empowerment with needed match that leveraged an additional $52,000 from the State of Iowa. This collaborative developed and implemented a mapping system to allow for a coordinated approach to increasing access and quality in the Child Care system. The web -based tool is for parents, businesses (especially HR departments), public officials, and childcare providers to view all childcare programs in Dubuque and evaluate needs, access and quality. Though a partnership with Resources Unite, the childcare resource tool is available on an ongoing basis to providers and parents. It also helps meet the needs of employers with employees coming to the area seeking child care as well as improve access of child care and information to all parents. Lincoln Elementary School and St. Columbkilles will pilot the program in Dubuque. This nationally known model has established schools using the program as destination schools, attracting students, quality teachers, parents and employers. Leadership days are coming up at both Lincoln and St. Columbkille School in Dubuque this spring and the public is welcome to come and learn about the exciting impact Leader In Me is having on students and teachers. This project supports City Council goals for Planned and Managed Growth as well as Partnering for a better Dubuque. The total dollars amount requested for these three projects was $25,000 which leveraged over 5 times that amount in funding from our partners totaling $127,000.
