Water Department Manager Bob Green along with staff and IIW Engineers are
requesting City Council award the Bunker Hill Pump Station Improvement Project to the
Portzen Construction, Inc. of Dubuque, IA in the amount of $570,520, which is 7%
below the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum and attached resolution is to recommend awarding
Portzen Construction, Inc. of Dubuque, IA the construction contract for the Bunker Hill
Pump Station Improvement Project.
DISCUSSION
This project consists of the construction of a new pumping facility to replace the existing
140 year old station that has deteriorated beyond repairs. This station provides control
and booster pumps from pressure zone 1 to pressure zone 3 in the city distribution
system. The project consists of various components, the major items being: demolition
of the existing pumping facility building, the construction of a new 30'x40' block and
brick building, with two 125 HP booster pumps, 12" DIP process piping, electrical,
plumbing and mechanical components, standby power and site work (including PCC
parking and driveway, site grading, fencing, seeding and 480 LF of 12" DIP water main
installation including valves and hydrants).
Four contractors bid on the construction RFP for this project. The firms that submitted
proposals are as follows:

is $43,480.00 (7 %) below the engineer's estimate.
BUDGET IMPACT
The estimate of costs for Bunker Hill Pump Station Improvement Project is as follows:

Contingency (5 %) $ 28,526.00
Engineering Design & Inspection Fees $ 72,500.00

It is being recommended that this budget deficit be absorbed with the surplus funds
currently in the following CIP:

HISTORY

These funds were originally allocated to support infrastructure improvements to the
city's water distribution system along Central Ave. as part of the new 9th Street Parking
Ramp Project and later as part of the Historic Millwork District Project. Over time, as
these projects were better defined and were constructed resulted in some of the
identified funds were not being utilized.
FY13 monies budgeted in this account were $631,861. To date, these monies have
supported a 12 inch water main extension along 5th Street to Ice Harbor Drive located
within the Port of Dubuque at an estimated cost of $191,126.40. These funds will also
support the proposed 8 inch water main extension along Elm Street from 9th to 11th
Street (Intermodal Parking Ramp Project) at an estimated cost of $98,000.00.
At this time, there is an estimated fund balance in this account in the amount of
$390,734.40. In review of this CIP and its proposed future activities, there will be a
surplus fund balance in the estimated amount of $292,734.40. $92,198.50 of the
surplus fund has been allocated to the Asbury Tank Reconditioning Project, leaving
$200,535.90 available. We are requesting that $106,321.00 of this surplus be approved
to support the projected increase cost to the Bunker Hill Pump Station Improvement
Project.
RECOMMENDATION
It is with the recommendation of IIW Engineers and staff that I request to award this
project to the lowest qualified bidder, Portzen Construction, Inc. of Dubuque, IA, in the
amount of $570,520.00.
I have attached a copy of the recommendation letter submitted by MSA Professional
Services for your review.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR BUNKER HILL PUMP
STATION IMPROVEMENT PROJECT

Whereas, sealed proposals have been submitted by contractors for the Bunker
Hill Pump Station Improvement Project (the Project) pursuant to Resolution No. 104 -13
and Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa
on the 5th day of April, 2013.
Whereas, said sealed proposals were opened and read on the 25th of April, 2013
and it has been determined that Portzen Construction, Inc. of Dubuque, IA, with a bid
amount of $570.520.00, is the lowest responsive, responsible bidder for the Project.
Whereas, it has been determined that it is in the best interest of the City of
Dubuque to enter into a Public Improvement Contract with Portzen Construction, Inc. for
said Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction, Inc. of Dubuque, IA, and the City Manager is hereby directed to execute a
Public Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 6th day of May, 2013.

In accordance with owner instructions, bids for the Water System Improvements Bunker Hill
Pumping Facility 2013 project were opened and read at 2:00 p.m. on April 25, 2013. Four bids were
received for this project. A tabulation of the bids is enclosed.
After reviewing the bids, it was determined the low bid was submitted by Portzen Construction, Inc.
of Dubuque, Iowa, in the amount of $570,520.00.
Portzen Construction has the experience, workforce and equipment to properly complete this
contract. We recommend award of the Water System Improvements Bunker Hill Pumping Facility
2013 project to Portzen Construction, Inc. in the amount of $570,520.00.
The engineer's estimate for this project was $614,000.00. The low bid of $570,520.00 is $43,480.00
or 7% below the engineer's estimate.
