PARK AND RECREATION COMMISSION MEETING

It was moved by Karen Lyness, seconded by Tom Blocklinger, to approve the
minutes of the June 13, 2006, meeting. The motion passed unanimously.

Leisure Services Manager Gil Spence spoke about the status of the
Washington Street Park at 17th and Washington Street. CD Block Grant
Funds purchased and removed two homes and a vacant lot. Meetings have
been held with the Washington Street Neighborhood Association. The new
park will feature a play unit, iron fencing and landscaping. Proposals for the
play unit are due on July 17th. Construction will be completed the end of Fall,
2006. There is $100,000 budgeted for this project.
Spence asked the commissioners if they had any ideas on the naming of the
new park. Additional meetings are scheduled with the Washington Street
Neighborhood Association. At that meeting, we will ask the association if they
have any names they would like to be considered.
Mr. Spence updated the commissioners about the construction at AY.
McDonald Park. Everything is going well - walkways formed, fishing pier and
council rings are being installed, started grading for the trail. Most of the work
should be completed by the time of the AY. McDonald Celebration. The entire
project, with the exception of some landscaping, should be completed by the
end of Fall, 2006.
The purchasing of the playground unit that had been delayed due to the high
bids is now moving forward with $125,000 from Five Flags Renovation Project.
We have received a few complaints regarding the boat parking at AY.
McDonald. There are about 35-40 boat stalls available.
Leisure Services Manager Gil Spence shared with commissioners that a letter
was mailed to all neighbors living around Riley Park regarding an input meeting
that is scheduled for Tuesday, July 25th at 7:00 p.m.
A grading plan will be available to show the terraces that will be constructed to
create level areas on the property and to slow storm water runoff. Four
proposed play units and landscaping ideas will be shared with the neighbors.
Construction should be completed by winter, with the exception of landscaping.

Park Division Manager Bob Fritsch reported the following:
. July 4th activities went well. A.Y. McDonald, Eagle Point Park, and Miller-
Riverview Park were well attended. Next year, more signage will be posted; .
Miller-Riverview Park collected over $10,000 during the holiday weekend; .
problems encountered with six toilets being blown-up at Murphy Park the past
three weeks. Over the weekend, arrests were made and third degree arson
charges have been filed; . construction continues at Allison-Henderson Park
with the installed of catch basins; . department has been busy with the mowing
of parks; . 23 new flower pots have been installed at the Locust Street
connector.
Recreation Division Manager Pat Prevenas reported the following:
. the winter/spring 2006 recreation division report was reviewed; . swim
attendance is down; . golf is down 11 % for the season. These numbers are
reflected due to the cooler than average weather; . Bunker Hill Golf Course
weekday specials have been attended well; . To date, we are into our fifth
week of summer activities. A new evening playground program at Comiskey
Park has been added; . about 20 people are participating in the Community
Basketball League (CBL) at Comiskey Park; . Special Events numbers have
been impacted slightly due to the construction at Allison-Henderson Park; . a
tour was given at the new Prescott School. Our Weekend Open Gym Program
will be relocated to Prescott School; . we will be scheduling the utilization of
the Neighborhood Resource Center inside of Prescott School.
Commissioner Duggan commented on the beautiful conditions at the Bunker
Hill Golf Course. Mr. Spence shared with the commissioners that part of
Bunker Hill Golf Course will be closing in September 2007 for the renovation of
six greens, tees and irrigation system. ($1.5 million project) The goal is to be
completed by June 1, 2008.
Board and Commission Picnic is scheduled for Monday, July 31st at Eagle
Point Park. All commissioners received a postcard and are asked to please
attend.
Commissioners Lyness and Blocklinger commented on how nice the new fence
looks at the Dubuque Arboretum.
It was moved by Paul Hoffmann, seconded by Kim Daykin, that the meeting be
adjourned at 5:10 p.m. The motion passed unanimously.
